CARMAN BAY LAKE IMPROVEMENT DISTRICT <br />ANNUAL MEETING <br />Meeting Minutes <br />Date: September 28, 2023 <br />Place: Good Shepherd Church, 3745 Shoreline Drive, Wayzata, MN 55391 <br />Present: Board members Mark Kieper, Steve Nielsen, Ted Chalupsky, Kevin Kennefick, and <br />Dave Owen <br />Absent: Mary Tucker and Mark Plewka <br />Others attending: 10 Carman Bay residents. <br />Next Meeting: TBD <br />I. Call to Order <br />Meeting was called to Order at 6:01 p.m. by Chairman Mark Kieper. <br />II. Establish Quorum <br />A quorum was established. 5 of 7 Board Members in attendance. A simple majority constitutes a <br />quorum. <br />III. Proof of Notice of Meeting <br />Proof of Notice of Meeting established by Chairman Kieper. Notice posted on CBLID website on Aug. <br />22, published in Laker Pioneer newspaper Sept. 2, emailed to Orono City Council, Commissioner of the <br />MN PCA, and Commissioner of the MN DNR on Aug. 22, mailed to all 112 Carman Bay property own- <br />ers on Sept. 7 (postmark), and mailed to the Orono City Council, Commissioner of the MN PCA, and <br />Commissioner of the MN DNR on Sept. 7 (postmark). <br />IV. Approval of Minutes <br />Chalupsky put forward a "Motion to waive the Secretary's reading and approve the August 15, 2023 <br />Board Meeting minutes." 2" d by Nielsen. <br />VOTE by the Board, Ayes 4, Nays 0. MOTION PASSES. <br />V. Treasurer's Report <br />Chalupsky presented the estimated receipts and expenses for 2022 and 2023 (see attached "2024 Pro- <br />posed Budget, September 25, 2023"). The budget shows a carryover from year to year that we are try- <br />ing to maintain to allow us to treat for any new invasives, such as Starry Stonewort, if this were to occur <br />in the future. We don't want to get caught without sufficient funds to treat. In 2022 we received a DNR <br />grant, but not in 2023. DNR grants are becoming harder to get, but we will continue applying for them. <br />Two chemicals were used: Diquot and ProcellaCor to treat Curlyleaf Pondweed (CLP) and Eurasian wa- <br />termilfoil (milfoil). Kieper stated that another reason we need reserves is that we usually must pay for <br />treatments before each year's tax receipts arrive. Half of this year's receipts arrived in August after the <br />season's expenses were paid, and half will arrive between December and February of next year.
