Request for Council Action continued! <br />Page 4 <br />November 7, 1995 ,TTitm/n ti <br />Zoning File #2065 Samuel and Joyce Marfield/Douglas and Cheryl Hill/William Toles <br />Applicants obtaining formal Hennepin County DOT approval. <br />Subject to confirmation of location of existing utilities, to be relocated or <br />easements granted for them. <br />-Minimum setback requested by Levy for Toles driveway (15* requested). <br />Replat subject to standard drainage and utility easements. <br />Subject to the granting of conservation and flowage easement over the wetland <br />as defined by current topography. <br />Subject to grading and drainage plan approval by the City Engineer/Public <br />Works Department prior to final plat approval. <br />Specific variances to be granted in the replat include: <br />•Lot area and width, all lots. <br />.Lot area and setback (150% standard), Marfield back lot. <br />.Lack of frontage on public road (Marfield lot). <br />•Other variances as may be subsequently tound (stafl has encountered only <br />one additional variance, that for width of the outlot for access to the back <br />lot, 30’ required, 25' proposed). <br />Planning Commission noted a number of unique findings in support of the request, including <br />the significant hardcover reductions that would occur as a result of removal of the cul-de-sac <br />and portions of the roadwav; acceptance by the Long Lake Fire Department ot the proposed <br />driveway surfacing plan which provides adequate fire equipment access; acceptance by <br />Hennepin Countv Public Works of the proposed new driveway directly onto North Shore Dnve <br />for the Toles residence: and a number of findings suggested by the property owners, including: <br />.It is the only three-family cul-de-sac that drains into Lake Minnetonka that can <br />be easily reveizetated to slow down the drainage over blacktop into the lake. <br />.It is the only three-family cul-de-sac that involves the separated lake lot into two <br />parts. This separation makes its owners cross a public street to get to their <br />lakeshore.
