Revised proposal omits boulder wall at base of slope. <br />List of Exhibits <br />A - Lener of Revision <br />B - Notice of Planning Commission Action 8/23/95 <br />C - DNR Letter 8/21/95 <br />D - Planning Commission Minutes 8/21 95 <br />E - Memo and Exhibits of 8/18/95 <br />Discussion <br />Applicants have revised their proposal to construct just the boulder retaining walls at the top of <br />the slope At the August Planning Commission meeting, Plaiming Commission had indicated a <br />reluctance to approve the boulder walls at the base of the slope, but indicated there may be some <br />justification for the walls at the top of the slope to help stabilize the lawn surface. <br />Issues for Consideration <br />Has the applicant determined the function of the 5" draintile near the top of the <br />lakeshore stairway? <br />In the 0-75' zone just below the lawn south of the lake stairs, there exists an area <br />of mulch underlain by weed-inhibiting fabric, which under Orono ’s definition is <br />hardcover. Should that fabric be allowed to remain as hardcover.’ If so. its square <br />footage should be documented and variance granted. Applicant should provide <br />adequate justificaMon for the fabric to remain in place, or should be required to <br />remove it. <br />The only existing hardcover in the 0-75' zone is the 4 ’ x 40' stairway and the <br />existing boulder lawn border constituting perhaps 30-40 s.f. ot hardcover.
