Zoning File #2058 <br />August 17, 1995 <br />Page 5 <br />Review of Use <br />B-4 district allows for offices for professional uses and offices of general nature. Do the uses <br />proposed by Autografs Inc. fall within the permitted uses of the B-4. Current B-4 district <br />contains the Freshwater Biological Institute, the multi office builduig to the immediate north and <br />the Casco Run Office Building on the south side of Shoreline Drive to the west end of the City. <br />The maximum number of employees at the facility will be 25. The structure will be <br />approximately the same size or footprint of the City 's Administrative Building and 1/2 the size <br />of the Freshwater Institute on the east side of Shady wood Road. The structure will house a <br />computerized design center, film printing laboratoiy, shipping and storage facilities and the <br />corporate headquarters of business. Ron Ranlz plans to visit all property owners within the <br />neighborhcx>d to review the plans, dimensional model of facility ami the operation. <br />In early discussions with applicant, staff w'as advised that the proposed development process is <br />state of the art equipment. Operation involves no noise nor does it admit odors. This is not a <br />show room sales operation. Sales are conducted through telecommunications. Kiosks or <br />display units will be installed in show rwms and orders placed directly into computers and <br />transferred via mtxlems to Autograf. Mr. Rantz will be able to explain the process in greater <br />detail. <br />Planning Commission may want to review the uses listed within the light industrial zone in the <br />code Section 10.50. Subd. 2 (A). <br />Access to Pi 0 perty <br />Lots 1. 2 and 3 of Leach Addition were created in 1978. Lot 3, the western lot. was to achieve <br />access via Lot 1 along the nonh propeny line at Shadywood. A 24 ’ wide access and utility <br />easement was created over Lot 1 in favor of the residential lot to the west (review Exhibits S <br />and T). The County approved the shared access for Lots 1 and 3 at the northwest comer oi the <br />propeny and Lot 2 was approved for an independent access at the extreme southeast comer. <br />The new single access proposed to the site has been approved by the County. Staff received a <br />call from Dave Zeitersirotn of the Hennepin DOT advising that he saw no problem with the <br />new'lv relocated access. <br />It is the intention of applicant if site plan is appro\cd, to legally combine all lots into one parcel. <br />The applicant will then be required to file a vacation application vacating all interest in interior <br />drainaee and utility easements adjacent to internal lot lines. The 10' drainage and utility <br />easements will be retained along the perimeter of the combined three lots.
