Council Update continued <br />September 22, 1995 <br />6. <br />7. <br />8. <br />Proposed semaphore at Highway 12 and Wayzata Boulevard. Mayor Callahan has <br />expressed the city ’s concerns regrading the proposed semapnore at Wayzata Boulevard <br />and ^'ghway 12 to Valerie Reinaas of MnDOT. Valerie has provided the name of the <br />person to whom we need to express our objections. I will be working with the Police <br />Chief to prepare information outlining the city ’s concerns regarding the proposed <br />semaphore. <br />Ma3cwell Bay access. Mike Gaffron, John Gerhardson and I met with Larry Killien of <br />the DNR on Wednesday, September 13 regarding the status of the Maxwell Bay access <br />project. The DNR is working toward getting an application to the Planning Commission <br />in November. This will require two meetings with the Lake Use Committee prior to <br />November. One meeting will be to discuss "use” issues. The other meeting will be to <br />discuss the design of the access. <br />We discussed the roadway improvements needed for the .access; including the right fum <br />lane from North Shore Drive to Tonkawa Road and into the access, and the left Uim <br />bypass lane on east bound North Shore Drive. Mr. Killien indicated that the County can <br />install the bypass lane on east bound North Shore Drive. Tlie installation of the right <br />turn lane is a more significant project and will i .'quire additional discussion with the <br />County. <br />On Thursday, September 14 Gary Cheswick, Mayor Callahan and I met with the <br />Mayors of Long Lake and Spring Park for the quarterly police contract cities <br />meeting. Mayor Nancy Check of Minnetonka Beach had planned to attend but was <br />called away to an emergency. The first item on the agenda was a follow up on items <br />from the previous meeting. These included emergency medical response as it relates to <br />the Orono Police Officers as first responders, emergency preparedness and the <br />development of an emergency response check list and drug enforcement. The next <br />discussion item was training for bar owners and employees regarding under-age drinking. <br />We then updated the cities regarding discussions with the city of Wayzata tor cooperative <br />police serv ices and the status of the l.ake Minnetonka Area Police Services Study. <br />The final agenda item was comments and questions from the police cities. The two <br />mayors indicated general satisfaction with the quality of police service. Mayor Olson ot <br />Lone Lake identified two issues. The first, is that there is a perception that the visibility <br />of police officers in downtown and in the parks is not as high as it should be. The <br />second, is that there has been discussion among the Councilmembers regarding the two <br />supplemental officers provided to Long Lake under the contract in addition to the "basic" <br />coverage, questions have been raised regarding why Long Lake needs supplemental <br />officers while Orono has only basic coverage.
