The duties of ihe dtstnci may be executed by employees of the municipalities. Subd. 2. Expense*. The expense* of the district shall be borne by the muniapali- tie*. Subdivision I Budget. The board must, on or before July I each year, prepare ,ind submit 3 detailed budget of the distnct's needs for the next calendar year to the govern ing body of each muricipaliiy in the distnet wuh a statement of the proportion of the budget to be provided by each municipality The governing body of each mtinicipaliiy in the district shall review the budget and the board, upon notice from a municipality, mult hear objections to the budget. After the heanng, the board may modify or amend the budget. Nonce must be given to the municipalities of modification* or amend ments Subd. 2.
