REQUEST FOR COUNCIL ACTION ^ \ <br />DATE: May ig, 199^ ^ <br />ITEM NO <br />Department Approval: <br />Name Ron Moorse <br />Title Cirv Administrator <br />Administrator Reviewed:Agenda Section:^ <br />City Administrator’s <br />Report <br />Item Description: <br />Funding Sources for MSA Road Reconstruction Projects <br />The issue of funding sources for MSA road reconstruction projects was addressed briefly but <br />incompletely at the time of the Nonh Brown Road reconstruction project in 1994. The issue is <br />before the city again in relation to the intersection improvements on Willow Drive at Highway <br />12. A portion of the costs of the Willow Drive project could be assessed to the adjacent <br />commercial property. <br />The city does not currently have a clear plan or policy regarding the funding of MSA <br />reconstruction projects. This is the second MSA project the city has undertaken in the past two <br />years. The North Bro.vn Road project, undertaken in 1994, was not assessed. The V'Ulow <br />Drive project includes a new element-it is adjacent to commercial property. Although reSideutS <br />of sin&le family residential property along an MSA road make the case that the major purpose <br />of the^ road is to serve traffic other than from their residential property; in the case of the <br />commercial property, the MSA road serves the purpose of moving traffic directly to the <br />commercial property. The benefit of the project to the commercial property is much easier to <br />demonstrate. <br />Although the Willow Drive project is a small project for which the city has sufficient MSA <br />funds at this time, it is important that the assessment issue be considered in light of the projected <br />need for additional funding sources beyond MSA funds for future MSA reconstruction needs <br />Background <br />1. Planning for future reconstruction needs. <br />The city has 55 miles of city streets including 11.4 miles of MSA roadway. The city <br />does not have a comprehensive plan or program for reconstructing these roads. Although <br />the city has developed a five year plan for reconstructing MSA roads, the city does not <br />have a plan for reconstructing non-MSA roads. The reconstruction of non-MSA roads <br />has been accomplished in the past as part of the city ’s sewer projects. Some of the <br />streets reconstructed as part of sewer projects «re now 30 years old. <br />As the city ’s streets get older and their condition deteriorates the amount of maintenance <br />required will increase. As Lhis process continues it will put a greater burden on <br />maintenance staff and resources until the point is reached where it is not practical or cost <br />effective to continually perform repairs and maintenance.
