Request for Council Action continued <br />page 5 <br />April 20, 1995 <br />Permanent Closure of Old Beach Road <br />Cost and funding <br />The cost of the cul-de-sac improvement is estimated at $9,500. The residents on Old Beach <br />Road have agreed to pay the full cost of installing the cul-de-sac. The propertv ’ owners whose <br />property will be taken for the cul-de-sac have verbally agreed to providing the easements. The <br />costs of acquisition of the easements, if any, will be borne by the Old Beach Road residents. <br />Emergency vehicle access <br />All emergency vehicles will be coming to Old Beach Road from County 15. The one access <br />from County 15 to Old Beach Road will be adequate to provide for emergency vehicle access. <br />The construction of the cul-de-sac is recommended to includ? -^he retention of an eight foot wide <br />section of pavement from the southern edge of the cul-de-iac to County Road 19. This will <br />provide an alternate access for emergency vehicles in the case of a blockage at the northern <br />portion of Old Beach Road. <br />Relationship of the Old Beach Road simation to other publi c streets that have bgen prppQ$ed fo i: <br />CU1 “Cic * SHC s <br />Over the years a number of neighborhoods have made requests to the city to close their local <br />streets to through traffic. The city has been very reluctant to do so. The Old Beach Road <br />simation is significantly different from the past requerts for a number of reasons. <br />1. <br />2. <br />3. <br />The sheer volume of traffic on Old Beach Road is many times higher than the volumes <br />on any other residential streets where cul-de-sacs have been or could be requested. <br />The design, layout and topography of the street make this roadway particularly prone to <br />safety problems with higher volumes and higher speeds. <br />This closure would shift a very high volume of mming movements to a much safer <br />location-a signalized intersection.
