Request for Council Action continued page 4 April 20, 1995 Permanent Closure of Old Beach Road Because this portion of County Road 15 is in the City of Minnetonka Beach, the decision to allow the installation of the left aim lane needs to be made by Minnetonka Beach. 1. 2. Advantages, a.) Eliminates the safety problem on Old Beach Road that is being caused by the high volume of through traffic. b.) Shifts traffic volumes to the roads designated and designed to carry higher volumes. c.) Shifts aiming movements to a controlled intersection that is much better designed to facilitate these movements. 1.)Shifts as many as 1500 unprotected left aims per day (County 15 to Old Beach Road) to a controlled intersection with a left aim arrow. 2.)Significantly reduces the hazard of rear-end accidents for drivers waiting to make the left hand turn from County Road 15 to Old Beach Road. 3.)Eliminates as many as 1500 difficult and dangerous left aims per day from Old Beach Road to south bound County Road 19. These turns occur in the evening when County Road 19 is busy both north bound and south bound. 4.)The County has indicated the additional volume shifted to the 15 and 19 intersection will not reduce the level of service of the intersection. Observations over the past three months bear this out. Disadvantages. a.) Will make trips between County Road 19 and 15 somewhat longer. b.)As with all cul-de-sacs, there is the potential that access to some of the homes could be blocked if the cul-de-sac becomes blocked at any point along its length. c.)Old Beach Road will not be available for use as an alternate route between 19 and 15 in the case of a situation that causes the temporary closure of the intersection of 19 and 15. It is staffs recommendation that the advantages relating to safety improvements far outweigh the disadvantages.
