Request for Council Action continued <br />page 4 <br />April 20, 1995 <br />Permanent Closure of Old Beach Road <br />Because this portion of County Road 15 is in the City of Minnetonka Beach, the decision to <br />allow the installation of the left aim lane needs to be made by Minnetonka Beach. <br />1. <br />2. <br />Advantages, <br />a.) Eliminates the safety problem on Old Beach Road that is being caused by the high <br />volume of through traffic. <br />b.) Shifts traffic volumes to the roads designated and designed to carry higher <br />volumes. <br />c.) Shifts aiming movements to a controlled intersection that is much better designed <br />to facilitate these movements. <br />1.)Shifts as many as 1500 unprotected left aims per day (County 15 to Old <br />Beach Road) to a controlled intersection with a left aim arrow. <br />2.)Significantly reduces the hazard of rear-end accidents for drivers waiting <br />to make the left hand turn from County Road 15 to Old Beach Road. <br />3.)Eliminates as many as 1500 difficult and dangerous left aims per day <br />from Old Beach Road to south bound County Road 19. These turns occur <br />in the evening when County Road 19 is busy both north bound and south <br />bound. <br />4.)The County has indicated the additional volume shifted to the 15 and 19 <br />intersection will not reduce the level of service of the intersection. <br />Observations over the past three months bear this out. <br />Disadvantages. <br />a.) Will make trips between County Road 19 and 15 somewhat longer. <br />b.)As with all cul-de-sacs, there is the potential that access to some of the homes <br />could be blocked if the cul-de-sac becomes blocked at any point along its length. <br />c.)Old Beach Road will not be available for use as an alternate route between 19 and <br />15 in the case of a situation that causes the temporary closure of the intersection <br />of 19 and 15. <br />It is staffs recommendation that the advantages relating to safety improvements far outweigh <br />the disadvantages.
