This alternative would duplicate an existing traffic route that carries the traffic <br />and provides for turning movements in a better way than would the reconstructed <br />Old Beach Road. <br />3.Several solutions involve restricting or eliminating Old Beach Road as a connection <br />between County Roads 15 and 19. <br />a. ) Right in/right out only at County 15 and no right turns at County 19. <br />1. ) This would place all left turns into Old Beach Road off of County Road <br />19 which does not have room for a bypass lane and which is very busy in <br />both directions. <br />2. ) It would be very difficult to enforce the no right turns restriction from <br />Countv Road 19 onto Old Beach Road. <br />3. ) Drivers would tend to make illegal left turns around the right in/right out <br />island at County Road 15. <br />b. ) Right in/right out on!/ .,a County Road 19 and no right mm at County Road 15. <br />1. ) It would be difficult to enforce the no right mm restriction at County <br />Road 15 because there has to be a lane both for right mms from County <br />15 to Old Beach Road and for the left mms from County 15 to Old Beach <br />Road. <br />2. ) Drivers will tend to take illegal left hand turns at the County 19 end. <br />c. ) Close one end of Old Beach Road using a cul-de-sac. The cul-de-sac option most <br />effectively accomplishes the purpose of eliminating the connection between <br />County 19 and County 15. <br />Recommended Solution <br />It is staffs recommendation that the most effective solution to the identified problems is to <br />install a cul-de-sac at the County 19 end of Old Beach Road to eliminate the connection between <br />County 15 and County 19. This recommendation includes the construction of a left turn bypass <br />lane on County 15 at Old Beach Road. <br />The cul-de-sac will eliminate the vast majority of left mms from County 15 to Old Beach Road. <br />However, the residents of Old Beach Road will continue to make these mms. The installation <br />of a bypass lane would provide a higher level of safety to those drivers making the left mms.
