Request for Council Action continued <br />page 2 <br />April 20, 1995 <br />Permanent Closure of Old Beach Road <br />3.)Speed of traffic <br />a.) Periodic speed enforcement indicates the traffic tends to travel well <br />beyond the 30 mile per hour speed limit. <br />b.) It is not difficult to predict that vehicles turning off of a 40 mile per <br />hour roadway onto a 30 mile per hour roadway for the purpose of a <br />shortcut will exceed the 30 mile per hour speed limit. <br />2.\ very high volume of unprotected turns to and from Old Beach Road and County Roads <br />19 and 15. <br />A.)There are approximately 3300 vehicles mining onto or off of County Roads 15 <br />and 19 to or from Old Beach Road. Approximately half of these mms are left <br />mms across traffic that does not stop. <br />B.)Accident information regarding left mms onto both ends of Old Beach Road and <br />at the 15/19 intersection, bear out the increased safety of the signalized <br />intersection for left mms. In 1994 there were no accidents at the signalized <br />intersection related to left mms. During this same time period, there were 4 <br />accidents related to left mms at County 15 and Old Beach Road, and two <br />accidents at County 19 and Old Beach Road. <br />Alternate Solutions <br />Staff has worked with the Hennepin County Department of Transportation and the residents on <br />Old Beach Road to develop solutions to these problems. <br />1.Provide a high level of speed enforcement by the Police. <br />a.) To be effective this would require a major extended effort to educate drivers and <br />would require continued periodic extended efforts. <br />b.). Although this would temporarily solve the speed problem on Old Beach Road it <br />would not address the problems related to the volume of traffic, especially the <br />mming movements onto and off of the County Roads. <br />2.Reconstruct Old Beach Road to MSA standards. <br />a.) The cost would be approximately $400,000. The City would not be able to fund <br />this upgrade because Old Beach Road does not qualify for MSA funding. <br />b.)This alternative would not solve the problems related to the mming movements <br />onto and off of the County Roads. In fact, it would encourage more traffic on <br />Old Beach Road which would increase the mm movement problem. <br />I <br />■«
