MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON DECEMBER 12,1994 <br />(#15 - Septic/Sewer Work Plan - Continued) <br />During discussion of the potential North Long Lake sewer prefect, Moorse said the City <br />needs to determine the costs involved and to what degree the City is willing to partiapatc <br />in these costs before a public infonnation meetup is held. All ^eed on the importance <br />of maintaining open communication with the public on the progression of this program. <br />Hurr also asked to inform the pubUc of the Met Councifs involvement in this program It <br />was noted that the City will request Bonestroo & Associates to submit a proposal and <br />price for conducting a feasibiUty study for this project. Gaffron reported having <br />estimated costs on the actual prefect itself. <br />Council confirmed Orono Orchards as a second priority Usting. Jabbour, however, would <br />like to see those listed first receive sewer in 1995, and those listed second, rccavc sewer <br />in 19%. <br />The Council directed Staff to explain to the residents the "hot spot" areas, the City's <br />philosophy regarding sewer availabiUty. and to e.xplain that the City needs to obtam <br />approval from many different agencies before a sewer project can move forward. <br />(#16) ESTABLISH DATE FOR PERSONAL WATERCRAFT PUBLIC <br />HEARING <br />Callahan moved, Jabbour seconded, to hold a joint ptd)lic hearing with Long Lake <br />regarding the proposed personal watercraft ordinance prior to the Council meeting of <br />January 9, 1995 Ayes 4. Nays 0. <br />(#17) MCTO PROPOSED BUS ROUTE CHANGES <br />Moorse reported the MetropoUtan Counefl Transit Operations is considering diminatmg <br />bus service on Brown Road south of Watertown Road and on County Road 51 Sot <br />Brown Road to West Arm due to low ridership. This would require a loop route ui or <br />near Long Lake for the return trip to Minneapolis. Originally, the MCTO s plan was to <br />have a short loop on Willow Drive but that road will be under construction next year. <br />The MCTO proposes to create a loop fi’om Brown Road along Watertown Road to Old <br />Crystal Bay Road, then north on Old Crystal Bay Road to the Middle School to turn <br />around for its return trip. Moorse asked for the Council s input. <br />All Council members were opposed to a bus route on Watertown Road. Kelley fdt the <br />buses should run mainly on County Roads, with the exception of McCulley Road. Hun- <br />suggested maintaining service on CoRd 51 to the Maxwell Bay access. Hurr felt pub c <br />transportation was an important consideration in the LMCR grant approval for the access <br />project. <br />It was re :ommendcd that Moorse send a letter to the MCTO reflecting Uie Council's <br />view and a City representative be present at the MCTO public hearing on December 14.
