It was noted that permits had been received from the Minnehaha Creek <br />Watershed District and the Department of the Army/Corps of Engineers for the <br />inHallatioB of the proposed pond Stoddard had been in communication with the City <br />over street flooding matters and wroi^y assumed he had satisfied City requirements. This <br />appfication is a land-use wbmission for a pond for water retention to aid the A <br />that occurs in Kdly Avenue. <br />Mkbusth said the property has a low area approximately 80hc90'm which die Apfdicaiit <br />wouldlike to build a bC^xbO^ pond Landscaping would also involve the placen^ of <br />large rocks around the pond The plan also inchides the reseeding of all distnibed areu to <br />more suitable v^etation The Applicant would also like to realign Ms driveway due to the <br />street flooding and is working with Public Works Dnector Gerhardson on this matter. <br />The City Engineer recommended against large berm or rocks beii^ placed in the <br />unimproved r^ht-of-way. <br />Mabusth noted that this land is not a designated or protected wetland but a low retendcxi <br />area. This project will not impact the Aorm wato^ plan ami will have a minimal eflfect on <br />retemion durir^ flooding <br />It was noted that the S50-600 yards of soil material being removed is now beii% <br />stockpiled but will be moved and trucked out by the contractor. <br />Berg reported having received complaints over the depth of the pond. It was clarified that <br />the pond will gradually deepen to approximately 6* to 8*. It was noted that eight neighbors <br />have signed letters giving thw approval of the pond as loi^ as the pond conforms to <br />rqpilatiofn stipulated by the MCWD, Corps ofEngineers, and the City of Orono.
