Williams that he has provided nothing to <br />substantiate that. <br />Kelley noted that if the existing house is to be torn down, <br />the Planning Commission would consider this to be a new lot and <br />any buildings must conform to all of the required setbacks. <br />Kelley asked what the hardship exists for a variance? He said <br />that he may be willing to accept that the land elevations are a <br />hardship, but that there may need to be trade-off of the height <br />of the building for the variance. <br />Mr. Williams said that the hardship is that the City Council <br />ruled in 1976 that the house Mr. Williams is removing could be <br />built in the same location of the house pre-existing Mr. <br />Stielow's house. <br />Kelley told Mr. Williams that he was not proposing to <br />construct his house where the existing house is located. <br />Mr. Williams said that he would prefer to build in that <br />location, but was moving his house back. <br />Kelley noted to that if Mr. Williams that he may only be <br />able to construct a single story house in that location. <br />Mr. Williams said that his purchase agreement was contingent <br />upon his ability to build on this property. He said that he <br />would have a difficult time with hardcover if he tried to build a <br />sufficient one-story house. <br />Kelley opined that the exiting house blends in very well <br />with the surroundings, has a low silhouette and is covered with <br />trees. He said that the house he is proposing is ambitious, <br />especially when it adversely affects the neighbors. <br />Hanson said that he was not convinced that elevation is an <br />issue. <br />Planning Commissioner Brown said that he is mainly concerned <br />with the Hoffman's view and if they didn't object to the <br />proposal, he would have been more flexible. <br />Bellows concurred with Kelley that she could not grant a <br />variance for a new building and questioned the hardship. She <br />said that some lots just do not accept what you want to do. <br />Kelley said that he cannot approve the proposal as is. <br />Kelley suggested that the applicant take time to talk with the <br />Hoffmans or re-design the house and come back. <br />Brown said that it would be quite unusual for the Planning <br />Commission to recommend approval of this variance.
