Zoning Files Winmill <br />August 13, 1997 <br />Page 4 <br />Affected utility companies were notified of this proposed vacation, and as of this writing staff has <br />not heard firom them regarding their interests in the propert>’ to be vacated. <br />Storm Water Facilities <br />There are existing storm water systems on this property which serve it and the surrounding <br />neighborhood. These include an existing 30" culvert leading from the center of the property to the <br />shoreline. This culvert was a joint effort of the City and the applicants some years ago, and is the <br />subject of an existing 10' easement. To the west of the culvert inlet near the driveway is a small <br />ravine which is the recipient of runoff from a 12" culvert under Spruce Place as well as from the <br />storm sewer system to the northwest. This would be the appropriate time for the City to obtain <br />appropriate drainage easements of 15' in width (7.5' either side of the centerline) over the defined <br />drainage ways on the property. <br />There is a ver> small wetland, perhaps 20' in width and 50' in length located in the southerly portion <br />of the park, just to the northeast of the intersection of Loma Linda and Spruce Place. This wetland <br />does not show up on any of the pertinent wetlands inventory maps, but might be subject to Wetland <br />Conservation Act regulation if it were proposed to be filled (it isn't). Given its small size, no <br />wetland easement will be required. <br />Driveway Access <br />The existing driveway serving the northerly lot crosses the proposed southerly lot. While an <br />easement for access over the existing driveway would definitely be necessary in the event that the <br />applicants sold one of the properties, an option is to create a separate driveway to Loma Linda <br />serving the northerly house. <br />Issues for Consideration <br />1. <br />2. <br />3. <br />Have applicants presented sufficient justification for the granting of the requested hardcover <br />variances? Is the magnitude of hardcover variance consistent with other hardcover variances <br />granted for similarly sized lakeshore lots? <br />When will the northerly lot be provided its own driveway access to Loma Linda? <br />Does Planning Commission have any other specific concerns regarding the lot line <br />rearrangement, vacation/dedication, or variance request?
