TO: Mayor and City Council <br />FROM: Ron Moorse, City Administrator <br />DATE:November 4, 1996 <br />SUBJECT: Highway 12 Interim Sewer Capacity <br />Over the past year or so the city has been considering how to expand sewer capacity to serve <br />the future needs of the Highway 12 area. The city was moving toward a major sewer trunk <br />expansion project in 1997. The new MnDOT Alternative 6 proposal for the Highway 12 <br />corridor has placed plans for a sewer trunk expansion on hold. Because the Alternative 6 <br />proposal would involve substantial regrading and construction in the railroad right-of-way, it <br />would also disturb the existing sewer trunk line currently located in the railroad right-of-way. <br />MnDOT has indicated they will fund all or most of the cost of relocating and expanding the <br />capacity of the trunk line as part of the Highway 12 Alternative 6 proposal. <br />The only disadvantage of waiting for MnDOT to reconstruct and expand the sewer trunk line <br />through Long Lake is that the project will not be completed until 2001 or 2002. The current <br />trunk line will be at or near capacity once the north Long Lake sewer project and the ice arena <br />project are complete. <br />There are potential projects that could require additional capacity between now and the year <br />2001. These are as follows: <br />1. <br />2. <br />3. <br />The city has had discussions with a developer regarding a proposal for a small <br />bank and office building on the north side of Highway 12. This would require <br />approximately 10 sewer units. <br />If the Orono Schools moves ahead with another referendum regarding a building <br />program they could require up to 75 units. <br />It is expected that with the expiration of the development moratorium in the <br />Highway 12 area, the city will receive a proposal regarding a grocery store at the <br />comer of Willow and Highway 12. <br />The city does not have an obligation to provide sewer capacity to serve development in the area <br />north of Highway 12 between Willow and Old Crystal Bay Road. The Council could decide not <br />to increase sewer capacity unless a very favorable development proposal was brought to the city. <br />In addition to the potential development projects, the city has collected assessments from three <br />propeity owners in the Highway 12 area for additional sewer units. There may be some <br />obligation to provide capacity for these sewer units if requested by the property owners. <br />1
