vV> <br />In the spring of 1996 Mn/DOT proposed that the two-lane Burlington Northern Railroad <br />alternative become the preferred alternative for an upgrade of Highway 12, and that all four-lane <br />alternatives be eliminated. Mn/DOT requested comments from the affected cities regarding this <br />proposal. The comments received included concerns regarding various aspects of the Burlington <br />Northern Railroad alternative. Efforts to address those concerns lead to the development of the <br />"new" Alternative 6 proposal, which moves the Burlington Northern Railroad tracks to the south <br />to enable the two-lane limited access roadway to located on the north side of the railroad <br />tracks. <br />A meeting between Mn/DOT and the city councils of Long Lake and Orono was held in <br />September of 1996 to present the new Alternative 6 proposal to the cities. Both cities indicated <br />general support of the concept. <br />Public Hearing <br />The city of Orono determined that prior to taking any formal action regarding the new <br />Alternative 6 proposal it would hold a public hearing to receive comments from the public <br />regarding the selection of a corridor for the upgrade of Highway 12, and particularly the new <br />Alternative 6 alignment proposed by Mn/DOT. <br />Highway 12 Corridor Proposal Report <br />Mn/DOT has submitted to the three affected cities a Highway 12 corridor proposal report <br />(enclosed) which identifies the new Alternative 6, with the two-lane limited access roadway <br />located north of the Burlington Northern Railroad tracks, as a preferred and recommended <br />altemative/corridor. The corridor proposal report also eliminates the following alternatives: <br />Alternative 6 south of the Burlington Northern Railroad <br />Alternative 6 south of the Burlington Northern Railroad-modified <br />Alternative 7 south bypass <br />Alternative 8 three component traffic system management plan (TSM) <br />Alternative 9 reversible lane <br />Mn/DOT is requesting that the three affected cities indicate their approval or disapproval of the <br />corridor proposal report, or any portions of the corridor proposal report. Approval of the report <br />represents approval of the selected corridor only. As the design and review process continues, <br />cities will be requested to provide suggestions regarding the design elements of the corridor <br />concept. At a later stage in the process, cities will have the right to approve or disapprove the <br />project’s proposed layout plan. <br />A resolution indicating the city’s approval of the Highway 12 corridor proposal report is attached <br />for Council review. <br />COUNCIL ACTION REQUESTED <br />Motion to adopt a resolution to indicate the city’s approval/disapproval of the Mn/DOT corridor <br />proposal report which identifies Alternative 6 south of the Burlington Northern Railroad as the <br />preferred and recommended altemative/corridor for the upgrade of Highway 12.
