TO:Orono City Council <br />FROM: <br />DATE: <br />Stephen Weckman, On-Site Systems Manager <br />May 9,1996 <br />SUBJECT:Proposed Code Amendment - On-Site Sewage Treatment Systems <br />The State Legislature recently approved the mandatory use of the Minnesota Pollution Control <br />Agency (MPCA) Regulations, Chapter 7080 including a State licensing program for all individual <br />sewage treatment system professionals Due to these changes and the resulting amendment of the <br />MPCA Regulations the City Code must also be amended to make our requirements consistent with <br />theirs The proposed amendment to the Orono Municipal Code is as follows: <br />Section 1. Chapter 5 of the Municipal Code of Orono is hereby amended by deleting Section 5.37 <br />in its entirety. <br />Need or Reasonableness The State amended the On-Site Sewage Treatment Systems <br />Regulations to include State licensing of On-Site Sewage Treatment System contractors while <br />prohibiting local units of government from requiring additional licenses. <br />Section 2. Chapter 5 of the Municipal Code of Orono is hereby amended by deleting Section 5.38 <br />in its entirety.
