Need or Reasonableness: The State amended the On-Site Sewage Treatment Systems <br />regulations to include State licensing of On-Site Sewage Treatment System Site Evaluators and <br />Designers while prohibiting local units of government from requiring additional licenses <br />Section 3. Chapter 12 of the Municipal Code of Orono is hereby amended by amending Section <br />12.30 Subd 2, Def 10(a) i as follows <br />i."Standard System" - An ind ividual on-site sewage treatment <br />system employing a building sewer, sewage tanks, and the soil treatment system, consisting of <br />trenches, at-grades. or mounds which are constructed on original soil which has a percolation rate <br />equal to or faster than 120 minutes per inch and is constructed accordinti to MPCA and City of <br />Orono codes <br />Need or Reasonableness: The State amended the MPCA Regulations, Chapter 7080 <br />to include at-grade systems as standard systems and the City Code amendment will make our <br />definition consistent with theirs <br />Section 4. Chapter 12 of the Municipal Code of Orono is hereby amended by amending Section <br />12.30 Subd. 2, Def 10(a) ii as follows; <br />ii."Alternative System" - Alternative systems include
