Chapter 12 of the Municipal Code of Orono is hereby amended by amending the <br />heading of Section 12.30 Subd 5 C as follows <br />C Conformity Standards Compliance Standards. <br />Section 14. Chapter 12 of the Municipal Code of Orono is hereby amended by amending Section <br />12 30 Subd 5C2 as follows <br />2 WTien an existing code system is repaired, altered, or expanded, such system <br />shall remain a code system Conforming Compliant systems, when repaired shall be upgraded to <br />a code system status whenever such classification is reasonably attainable <br />Section 15. Chapter 12 of the Municipal Code of Orono is hereby amended by amending Section <br />12 30 Subd 5 C 3 as follows <br />3 Existing non conforffMng systems non-compliant systems shall be replaced <br />by code systems whenever such classification is reasonably attainable If a code system is not <br />achievable due to soil, water table, or lot limitations, the system may be replaced or repaired such <br />that it becomes a conforming compliant system <br />Section 16. Chapter 12 of the Municipal Code of Orono is hereby amended by amending Section <br />12 30 Subd 6B as follows <br />B Ow ners Responsibility It shall be the responsibility of each property <br />owner to demonstate that the on-site sanitation device or system on his property is in conformance <br />with all requirements of this Section, that the device or system properly treats and/or disposes of the <br />entire sewage input generated on the property, and that the device or system is adequately and <br />properly maintained at all times The owner is also responsible for the protection of the alternate <br />drainfield site, if designated due to the development of the property or was required to be designated <br />for any other reason Protection of the drainfield site includes, but is not limited to preventing <br />construction of buildings, excavating, filling, or driving across the drainfield site with automobile <br />or heavy machinery traffic <br />Section 17. Chanter 12 of the Municipal Code of Orono is hereby amended by amending Section <br />12.30 Subd 6E 1 (b) as follows <br />(b)Regular-pumping Maintenance Pumping No sewage tank <br />shall remain in service without being pumped at least once every’ three years, whether or not <br />measurement indicates a sludge buildup Each existing septic tank shall be pumped at least once <br />within thirty six months of the efl'ective date of this section and thereafter at least once every thirty <br />six months of each succeeding pumping In order to be considered a maintenance pumpout, the <br />manhole or cover section (20 inch diameter minimum) must be removed to allow the complete <br />extraction of the solid materials within the sewage tank The contractor must also determine <br />whether the tanks are watertight and report this information on the pumpout notification Failure <br />to adhere to these requirements will result in the City's rejection of the pumpout notification as a
