If expansion or replacement of the on-site system is required, an on-site system design must be <br />approved bv the City prior to the approval of a conditional use permit or zoning variance If the <br />change in use intensifies the strength or quantity of flow for the on-site system, an alternate site or <br />future expansion area (if available) must be designated and protected <br />Section 10. Chapter 12 of the Municipal Code ofOrono is hereby amended by adding Section 12.30 <br />Subd 4 H as follows <br />H Subdivision Applications No subdivision, lot division or replattinu for the <br />purpose of creating a new building site, which property includes the use of on-site systems, shall be <br />approved bv the City until a site evaluation report and system design when required has been <br />reviewed and approved, and all existing systems have been inspected and certified bv the City as <br />being in compliance with this Section <br />J_Each new lot which is not further subdividable under the lot area standards <br />of the zoning code, shall have tested and approved primary and alternate drainfield sites <br />2^Each new lot containing less than 5 acres in dry buildable area shall have <br />tested and approved primary and alternate drainfield sites <br />3_ For all lots containing less than 5 acres of drv buildable area, the site <br />evaluation report shall also include detailed system design specifications as normally required for <br />building permit applications <br />fL For each proposed lot, drainfield sites and system designs shall be capable <br />of serving a 5 bedroom home (750 GPP Design Flow Rate) <br />y As part of anv subdivision, the owner shall grant to the City in a form <br />approved bv the City a perpetual right of entry to allow for the future inspection of all systems, <br />which right of entry mav be filed in the chain of title for the property. <br />Section II. Chapter 12 of the Municipal Code of Orono is hereby amended by amending the <br />introductory paragraph of Section 12 30 Subd 5 as follows <br />Subd 5 System Design and Construction All system permit applications, site locations, <br />design specifications, construction methods and material specifications shall be according to the <br />minimum standards and criteria listed in MPCA Regulations Chapter 7080 0110 - 70 80 0210 , with <br />the following additional minimum standards <br />Section 12.
