Request for Council Action continued <br />Page 3 <br />May 9, 1996 <br />Zoning File #2125 Richard Clifford. 4760 North Shore Drive <br />several near misses with uncoriUvJicd sliding into the oncoming west lane of County road. <br />They too would like to relocate access at their north lot line via the drive. The total number <br />of users of driveway would now be at si.x. <br />The running Commission felt that at a minimum the road should be improved as far as <br />appropriate address signage at Tonkavicw Avenue and changes of address from North Shore <br />Drive to Tonkaview far several of he properties still using a North Shore Drive address. <br />Members felt the drive need not be upgraded to a road but could remain possibly as an <br />upgraded driveway with grave! base. The issue of the driveway was looked upon as a separate <br />matter and approval of the variances for applicant were not conditioned on the access drive <br />issue being resolved. <br />The property owners in the area seek access at the north lot line because of the severely steep- <br />sloped property along North Shore Drive. The curve in the road also creates sighting problems <br />at the County road lot lines. Ihe four current landowners have worked with the Public Works <br />Department over the years on extending the drive and grading each year. <br />Rel'er to Exhibit N. the Public Works Director and Zoning Administrator met with the applicant <br />and adjacent neighbors to discuss potential upgrade of the road on Tuesday evening. May 7th. <br />Many of the neighbors agree that there was a definite need to upgrade the existing drive and <br />all voiced hope that the City would not require a major upgrade to a road with cul-de-sac <br />where there was no additional land for more right-of-way. It was also hoped that the majority <br />of trees could be saved along the roadway and that current corridor of roadway at <br />approximately 15-16’ be maintained. <br />Members discussed their willingness to execute covenants for their share in the maintenance <br />and upkeep of the driveway. Staff stated they would be willing to work with neighbors to <br />answer any questions they may have or to provide any easements or covenants for their use. <br />The neighbors will be working with the Public Works Director who has advised that because <br />this involves the private use of a public unimproved right-of-way and that the access road <br />would not meet current standards that they must appeal to the City Council for special <br />consideration. They will prepare a plan for improvement and present their request to the City <br />at a later date for Council’s consideration. <br />Planning Commission Recommendation <br />The Planning Commission recommended unanimous approval of the application as proposed, <br />subject to the following conditions:
