Request for Council Action continued <br />Page 8 <br />March 21, 1996 <br />Zoning File #2107 John O'Sullivan/Erwin Smith, 3340 Shoreline Drive - Conditional Use <br />PermitsA/ariances/Commercial Site PlanA^acation______________________________ <br />grading is done outside of the property limits. Plan should include detail <br />on the pond outlet and stormwater retention pond. Drainage and ponding <br />calculations must be provided. A building permit cannot be issued until <br />the Minnehaha Creek Watershed District has completed its review. <br />J.All property owners to receive benefit of vacated right-of-way to grant utility <br />and drainage easements over entire 66' right-of-way of Navarre Lane. <br />4.A 7 easement for trail purposes shall be granted by applicant over south lot line <br />that runs along Shoreline Drive. <br />5.The parking lot shall be paved with concrete curb and gutter. Driving lanes <br />with parking lot shall have a nine ton pavement section for trucks. A <br />geotechnical evaluation of the soils shall be done in conjunction with the <br />pavement design. <br />6.Appropriate signage shall be installed per the Orono staff and City Engineer’s <br />requests defining designated traffic lanes for restaurant and car wash as <br />specifically set forth above. This includes the paving of centerlines, installation <br />of permanent or fixed pylons, cross hatching of crosswalk along northwest side <br />of restaurant. <br />7.Applicant's engineer shall provide an estimate of the total costs for the site <br />improvements for the City. The engineer shall reconfirm the amount of a Letter <br />of Credit that will accompany a Developer's Agreement to be executed by <br />developer to assure that all required plantings, extension ot sidewalk signage, etc. <br />and as shown on approved site plan and signage plan along with other required <br />improvements to be completed to the City's satisfaction. <br />8. AXpproval of elevations and material to be used upon exterior ol structures, <br />COUNCIL ACTION REQUESTED: <br />To provide start' with conceptual direction so that an appropriate resolution can be drafted and <br />presented to Council for their formal action at their April 8, 1996 meeting. <br />Isv
