Request for Council Action Continued <br />Page 2 of 4 <br />February 8, 1996 <br />Change Orders Number 1 and 2 For The Brown Road North and Watertown Road <br />Culvert Projects iSAP 152407-01 and SAP 152-103-01)_____________________ <br />B. <br />2. Additional Trees. At several locations, the project, particularly the storm <br />sewer portion, required construction beyond the existing right-of-way of North <br />Brown Road. To enable this construction it was necessary to acquire <br />easements. Because the construction beyond the right-of-way required the <br />removal of a significant number ot trees the easement negotiations included <br />the replacement of those trees. Although the additional tree replacements <br />increased the "constmction" costs of the project they enabled the city to <br />obtain necessary easements at a cost significantly less than if the city would <br />have had to use condemnation to acquire the easements. <br />3. The additional storm sewer work involved the construction of a water quality <br />pond downstream of Dickey Lake. This was a requirement placed on the city <br />by the Minnehaha Creek Watershed District as part of their pemiit review- <br />process. <br />Watertown Road <br />1, Additional Stor n Sewer Work. The storm sewer work involved the extension <br />of an existing culvert and additional cable concrete to prevent a future erosion <br />problem. <br />^ • <br />3. <br />Additional Trees. In the areas wliere the project construction went beyond <br />the existing right-of-way, easements were needed. In these easement areas, <br />trees were removed to enable the construction. The replacement ot these <br />trees was made a part of the easement acquisition negotiation. The additional <br />tree replacements increased the "construction" costs ot the project. <br />Overlay of Watertown Road to Stubbs Bay Road to Wear Lane. Because the <br />Watertown Road culvert project was an MSA project it was possible to CAtend <br />the project to include an overlay of Watertown Road adjacent to the culvert <br />project. The advantage of this was to enable MSA funds to be used tor the <br />much needed overlay versus using the tiinds in the General Street Maintenance <br />Budeet. The overlay will extend the life of Watertown Road for 5-10 years. <br />1 have attached additional information from Bonestroo regarding each of the cost overrun <br />items.
