The purpose of this action item is Amend the July 24,2023 council action for James Nelson to <br />the position of Utility Worker. The amendment is needed for a error in the wage presented at the July 24th <br />council meeting. The council action was written with a a 2024 start step and not a 2023 start step which it <br />should have. <br /> <br />2. Background. On January 20th the Council accepted the resignation of Barry Rathbun from the <br />position of public works maintenance worker, effective April 23rd, 2023. Staff met with the HR <br />committee in April 5th and the council authorized a reorganization of the public works department at its <br />April 24th council meeting authorizing a utility division within the public works department with 2 <br />designated utility workers under the existing supervisor. Previously the work was done by the <br />maintenance workers. This council action would appoint James Nelson to one of the open positions of <br />utility worker positions. <br /> <br />3. Recruitment. An internal selection process was used to recruit for these positions. James is 1 of 2 <br />employees that applied. The City PW Superintendent and Utility Supervisor interviewed the candidate <br />and concluded that based on demonstrated abilities, and knowledge that James is an excellent fit for 1 <br />of the positions. <br /> <br />4. Recommended Candidate. James has been with the city for 8 months. During his time with the <br />city, he has worked as a maintenance worker James has proven to be a valuable member of the Public <br />Works Department with responsibilities including: Water and Sewer operations including Water Plant <br />testing and maintenance, on call rotations and emergency callouts. James has been able to master <br />responsibilities and improve existing processes. Based on his qualifications and performance for the <br />department, I would like to promote him to the position of Utility Worker. <br /> <br />5. Recommended Compensation. I recommend promoting James Nelson to the position of Utility <br />Worker. Based on his experience and qualifications I recommend that he be placed at the 2023 Grade 8 <br />Start Step ($30.24) of the Local 49 pay scale with a date of July 25th for calculating step increases. With <br />achievement of his Water and Sewer certification, and continued excellent performance <br />department leadership will recommend a step increase at that time. <br /> <br />COUNCIL ACTION REQUESTED <br />Motion to approve the hiring of James Nelson as Utility Worker at the 2023 Grade 8 Start Step of the Local <br />49 wage scale of $ 30.24 and to approve a hiring process to fill the open Public Works Maintenance Worker <br />position and to initiate a hiring process. <br /> <br /> <br /> <br /> <br /> <br />Item No.: 10 Date: August 14, 2023 <br />Item Description: Amend Wage scale for James Nelson – Utility Worker <br />Presenter: D.J.
