r
Request for Council Action Continued
June 17,1997
Long Lake Fire Department Vehicle Purchase Proposal
provided. The agreement also provides that if the agreement is terminated the city of Long Lake will
have the right to purchase each contracting city's ownership share of each major equipment item at
the original amount funded by that city. In the event that Long Lake waives its right to acquire full
title to a particular major equipment item, the contracting city with the largest ownership share of
that item shall have the right to acquire full title to the item by paying the amount funded by each
of the other contracting ities. In the event that no contracting city wishes full title to a particular
major equipment item it shall be sold and proceeds of the sale divided between the contracting cities
prorata to their original funding.
Future Capital Purchases
Although the city's fire vehicle replacement fund can accommodate the requested 1997 purchases,
these vehicles are very low cost in comparison to replacing fire engines and heavy rescue vehicles.
The Long Lake Fire Department is estimating the cost to replace a fire engine in today's dollars is
at least $250,000. The cost to replace the heavy rescue vehicle is estimated at $140,000. The^ costs
are increasing substantially beyond the rate of inflation on an annual basis. Therefore it is very
important that a 10-20 year vehicle replacement plan be developed so that the cities, and particularly
Orono, can begin to set aside sufficient funds to meet the future needs. The Long L^e Fire
Departoent has prepared an equipment evaluation that includes an estimated replacement time line
(please see the attached equipment evaluation schedule). This is a good first step in establishing a
vehicle replacement plan, including a funding plan.
RtAfTRecommendation
Staff recommends approval of the purchase of the Suburban light rescue vehicle at an estimated cost
of $45,900, with the city's share of this cost being $32,240. Staff also recommends obtaining further
infonnation regarding the proposed pickup/utility vehicle prior to approving that purchase.
COUNCIL ACTION REQUESTED:
Motion to approve the Long Lake Fire Department's proposal to purchase and equip a Suburban to
serve as a light rescue vehicle at an estimated cost of $45,900, and approving the city s share of the
cost at $32,240. Motion to approve the $32,240 cost to be funded from the Fire Vehicle
Replacement Fund, and to amend the 1997 budget to reflect this expenditure.
