Applicant should inform Council of the status of this study, and <br />advise Council when all SHPO requirements have been completed. This should not <br />necessarily hold up any CUP approval, since the outcome will likely be at most an <br />inventory/collection/archiving of artifacts found, rather any need for site preserv'ation. <br />Tunnel resnonsibilitv. (Hennepin Co. letter of March 19) Hennepiii County will require a <br />cooperative agreement with the City to identify legal and technical responsibilities for the <br />tunnel. This agreement will address liability, periodic inspection and routine maintenance <br />of the road and tunnel, and any other logistical concerns. Council may wish to reassign <br />certain of these obligations to the developer, but procedurally the County contracts with the <br />City as a public entity representing the long-term public interest. This agreement will have <br />to be worked out prior to tunnel construction. Council should identify for staff any specific <br />concerns regarding the tunnel or potential agreements regarding same. <br />Site Access Location. (Gappa/Moorse memo 3/31/97) Staff has recommended that access <br />be from Spring Hill Road as proposed by the developer. Planning Commission was split on <br />this issue. The existing access on County Road 6 has unacceptable sight distance to the west. <br />That access would have to be moved a significant distance east or west to find a suitable <br />location on Co. Rd. 6, which likely would result in the need for a course redesign. <br />Hennepin County has indicated they want access to be from Spring Hill Road, eliminating <br />all direct access to Co. Rd. 6 which is an arterial road. This is consistent with the City's <br />Comprehensive Plan, and consistent with Staffs position on the Highway 12 corridor. Staff <br />does not believe that a Spring Hill access will generate significant added traffic on East Long <br />Lake Road as compared to a Co. Rd. 6 access, because most of the course traffic is expected <br />to be coming from the east. With either access, there will be more traffic making left turns <br />either onto or off of 6. This will be limited to only one location on 6 if the Spring Hill access <br />is used, i.e. a safer situation. <br />Council should consider the impacts on the neighborhood of adding golf course traffic to <br />Spring Hill Road. These impacts are minimized to some extent by the existing homes being <br />generally located a significant distance from the roadway. <br />Upgrade of Co. Rd. 6 intersections at Tamarack or Hunter. (Hennepin Co. Letter of April <br />23, Exhibit A-2). This letter calls for an auxiliary lane for westbound traffic at the 6/Hunter <br />intersection. This lane should be required if Council approves the Spring Hill access point. <br />If Council determines that access via Spring Hill is not acceptable, the County will likely <br />w ish to be heard regarding access alternatives. <br />Trail System. The Park Commission is recommending a walking trail route that meanders <br />northwesterly from East Long Lake Road along the west Spring Hill right-of-way, extending
