As a result, <br />most prior staff memos to Planning Commission have not been included as exhibits. Please advise <br />if you wish copies of items listed in Exhibit E. <br />Planning Commission Recommends Conditional Approval <br />On April 21 the Planning Commission completed its review of the variances and CUP application <br />and recommended approval subject to a variety of conditions, on a vote of 6-0 (Commissioner Hawn <br />removed herself from the discussions due to a conflict of interest). The Planning Commission's <br />recommendations are summarized in Exhibit B attached and detailed in the April 21 minutes. <br />There are, however, a number of issues remaining unresolved or incomplete as noted below. <br />Application Status <br />Planning Commission left a number of issues open, for review and conclusion by the Council. These <br />are issues for which Planning Commission either made no recommendation, or their <br />recommendation was not unanimous. Also, some additional issues are yet to be completely <br />addressed due to a variety of factors. <br />Incomplete or unresolved issues include: <br />1. Septic system sites for maintenance/concession facilities <br />City Engineer's recommendations on water quality (5/6/97 letter) <br />Archaeological sites study <br />Tunnel responsibility <br />Location of access to the site <br />Upgrade of Spring Hill Road and County Road6/Tamarack, 6/Hunter intersections <br />Trail system needs; possible use of excess wetland credits <br />Potential redesign of the course to reduce impact on contiguous Big Woods <br />Project approval documents: format, content <br />EAW Completion <br />2. <br />3. <br />4. <br />5. <br />6. <br />7. <br />8. <br />9. <br />10. <br />Review and Staff Recommendation for Outstanding Issues <br />1..peptic sites. Applicants have indicated they will submit septic system site evaluation and <br />design information as soon as it is available. Needed for final CUP approval. <br />2.
