#2209 - Spring Hill Golf Club <br />May 9, 1997 <br />Page 4 <br />as much as 50-100' into the golf course property at some locations, then crossing Co. Rd. 6 <br />just east of the intersection and following the same pattern along Tamarack to the Medina <br />boundary. <br />Park Commission's intent is to ultimately create a trail connection between Wood Rill and <br />Wolsfeld SNA's. They suggests a wood walkway over the wetland directly adjacent to <br />Tamarack Drive. Future connection to the Wolsfeld would be via Deer Hill road <br />future trails to be created when properties to the west develop. <br />A Park Commission reprersentative is expected to be at the meeting to discuss this proposal. <br />Council should ask the developer for his comments on the acceptability of the proposed <br />route. <br />8. <br />9. <br />10. <br />\ <br />Course redesign to avoid/minimize impacts on Big Woods. Applicants should indicate what <br />steps have been taken since the last EAW discussion in regards to minimizing the Big Woods <br />impacts. <br />Approval documents: specific conditions of approval. The following are suggested as a <br />possible package of formal approval documents. Council is requested to provide staff with <br />any specific conditions of approval that should be included. If Council direct's, staffs intent <br />would be to provide a document package for your review at the next meeting. <br />a. Developers' agreement concerning physical improvements to the property <br />(also addressing what improvements are required on and off site, who <br />pays for what, systems maintenance, etc.) <br />b. Restrictive covenants, if necessary. <br />c. Easements (trail, drainage & utility, conservation and flowage, etc.) <br />d. Conditions to be included in the CUP/variance resolution related to the <br />operational aspects of the golf club, future uses, etc.) <br />EAW Completion. Exhibit F-1 is a letter from Marshal Braman to the DNR detailing <br />information that will be provided to DNR by June 30, 1997. The DNR response (Exhibit <br />F-2) was received by fax on May 8. Council on April 28 extended the EAW review period <br />to June 8,1997. Staff is advised that Braman may have the bulk of the requested information <br />completed within the next week or two. If that is the case, it is conceivable that a decision <br />on the need for an EIS could be made at your May 26 meeting. It may be appropriate to <br />tentatively set a work session for the week of May 19-23 to review the submitted <br />information.
