r <br />MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON APRIL 14,1997 <br />(Park Commission Comments - Continued) <br />Wilson reported the Commission is working towards introducing a <br />tree/preservation/restoration/replacement policy or possible an ordinance. David Beal is <br />the chairman and is reviewing the policies in place in other communities. A future work <br />session is planned to review such a policy/ordinance. <br />Wilson informed the Council that the Park Inventory is now completed and will soon be <br />available for distribution. She noted the upcoming agenda item regarding the playground <br />improvements at Antoine Park. <br />Jabbour informed Wilson that the Council will be determining who will fill the vacancies <br />on the Park Commission at their next Council meeting. He noted the discussions under <br />way regarding the Park Dedication Fund. Jabbour asked Wilson to speak with City of <br />Minnetonka personnel regarding their tree ordinance and its effectiveness after one year <br />of implementation. Jabbour noted the possibility of a trail through the Spring Hill Golf <br />Club development and asked the Park Commission to consider a proposal regarding such <br />a trail. Jabbour also noted that consideration is being given to collecting the P^k <br />‘dedication fees with both subdivision applications and other development applications. <br />PLANNING COMMISSION COMMENTS <br />Chair Lindquist had no additional comments to add to the Planning Commission Minutes. <br />PUBLIC COMMENTS <br />There were no public comments. <br />ZONING ADMINISTRATOR’S REPORT <br />(#5) #2204 JAMES G. FULLERTON III, REQUEST FOR PRELIMINARY <br />SUBDIVISION APPROVAL AND ISSUANCE OF CONDITIONAL USE <br />PERMIT -RESOLUTION NO. 3879 <br />Van Zomcren reported that the application is a request for a preliminary subdivision <br />approval and conditional use permit for a gue.st house. The application will result in the <br />creation of tw o new lots and include a lot line rearrangement The Planning Commission <br />recommended approval of the preliminary plat with conditions as noted. The application <br />has been delayed because of disagreement over payment of the 8% Park Dedication fee <br />of $60,000. The guest house is located on Lot 3 and includes the caretaker's residence. <br />Both structures are within the 0-75' setback
