Planning Commission was not in favor of <br />increasing 0-75’ hardcove r by nearly 1,800 s.f. to accommodate a 10 stall increase. An additional <br />factor in this conclusion was that creation of 10 additional spaces coupled with a future ceasing <br />of retail sales, would provide enough parking to potentially be used by Genmar as justification for <br />an increase in slip numbers at the site. Planning Commission felt that this site has reached its <br />maximum development potential given the severe restrictions of the property. As a result of their <br />discussion. Planning Commission concluded that a 3 stall parking increase coupled with an <br />expansion of the storm water pond on the site to meet NURP standards, would be most <br />appropriate. <br />Planning Commission expressed concerns regarding tree removal and apparent lack of 1 for 1 <br />replacement, however, it was pointed out that significant new vegetation will be proposed around <br />the new building area, while expansion of the storm water pond removes trees but leaves little <br />room on the fringes for 1 to 1 replacement. <br />Planning Commission expressed approval of the proposed men’s and women's restrooms for use <br />by slip customers within the east end of the proposed building. Those restrooms are intended to <br />have keyed locks, and each slip customer will be provided with keys, thereby providing access <br />to the intended users but not to the general public. Planning Commission accepted the prbposed <br />enclosure and continued use of the satellite portable toilets on the Tanager Lake side of the <br />property. This will presumably be a three sided wood enclosure presumably 6-8’ in height. <br />Finally, Planning Commission agreed with staff that the many operational aspects of the proposed <br />retail sales use should be formalized as conditions of approval, leaving it to staff to define those <br />conditions in the resolution. Planning Commission also questioned whether some sort of criteria <br />should be established for determining when/if a parking becomes a problem on the site, then <br />concluded it would be difficult to establish such criteria and dropped that idea. <br />Staff Recommendation <br />The negative aspects of increasing hardcover on the site for increased parking are substantial, <br />suggesting that parking increases should be kept to a minimum. The positive aspects of replacing <br />the existing 2-story 30' x 80’ building with a 1-story 24' x 48’ building are similarly substantial. <br />Expansion of the stormwater pond to NURP standards will substantially enhance the quality of <br />runoff water leaving the site. Ten additional parking stalls are required by current code to <br />accommodate the proposed retail sales use and employee parking, while providing the required <br />number of stalls for boat slips.
