Those concerns included the appearance and construction of the building, the use of <br />proposed grass area within the lakeshore yard for display of boats for sale, the lack of adequate <br />parking, the lack of public restroom facilities for slip customers, lack of boat head pumpout, <br />storm water facilities needs, and general intensity of use on the site. The application was tabled, <br />and applicants were advised to return in January with a revised proposal addressing the stated <br />concerns. <br />Applicants then submitted a revised proposal which was reviewed by Planning Commission on <br />January 19th. That proposal is detailed in the staff memo of January 16th. Please review that <br />memo for additional background information. <br />It should be noted that the intent of this application is to provide a suitable sales office space for <br />lease to King's Cove Marina based in Hastings, who will be operating a bosi sales business at this <br />site and who will also act as site manager for the slip rental operation. <br />Planning Commission Recommendation <br />Planning Commission expressed general approval for the revisions to the proposed structure, <br />making it more residential in character as compared to the previously proposed double wide <br />modular structure. Planning Commission expressed little concern about the lot area and depth <br />variances, and indicated general approval of the increases in lakeshore and street setbabk that <br />would result from replacement of the existing building, even though the lot depth would not allow <br />for completely conforming street and lake setbacks. <br />Planning Commission expressed some concern regarding the proposed storage of boats in the <br />required lakeshore yard where no such storage is normally allowed, given that that area will revert <br />from structure to a lawn non-hardcover area. Discussion centered around the potential for that <br />area remaining non-hardcover while accommodating boats on trailers and pedestrian traffic. <br />Applicants indicated they did not intend for customers to be boarding those boats and anticipated <br />no negative impact on the lawn areas from the storage of up to 6 boats at that location. Planning <br />Commission felt it was not appropriate to use required parking stalls for boat storage, and <br />indicated apparent acceptance for display of boats on the grass, as long as careful attention is paid <br />to keeping that as a non-hardcover area. <br />The primary issue of concern to the Planning Commission was balancing the hardcover and <br />parking expansion issues. It was noted that the code requires an additional 10 stalls, and Planning <br />Commission did not buy into the applicants’ interpretation of the code that only a 3 stall variance <br />is necessary because 12 of 111 slips will be converted to non-rental for displaying boats for sale. <br />In considering whether the parking lot should be expanded by 10 spaces to yield conforming <br />i
