It is understood that the City requests the State to provide pedestrian <br />walkways and decorative lighting as a part of the bridges proposed to be <br />constructed on Willow Road and Brown Road over “new highway 12” and the <br />railroad tracks. The State will provide sidewalks on those bridges. The State will <br />participate in decorative lighting on bridges in conformance with Mn/DOT policy on <br />bridge aesthetics. The State will pursue the construction of new sidewalks and <br />trails to mitigate for reductions in pedestrian and bicycle access caused by the <br />proposed construction. Furthermore, the State may construct new sidewalks and <br />trails as part of mitigation for parkland (4f) impacts. Trails and sidewalks will be <br />designed to the extent possible to coordinate with the City’s trail way, sidewalk and <br />pedestrian traffic plans as set forth in the City’s Revised 1996 Comprehensive Plan, <br />or later amendments occuring before construction limits necessary for right-of-w-ay <br />acquisition are developed. It is understood that the State will provide the city with <br />the opportunity to review construction limits before proceeding sigmficantly beyond <br />that point with detail design. It is understood that a complete trail system plan is not <br />in place at this point in time. It is understood that the State has not shown as a part <br />of its corridor proposal the sidewalks and trails to be included as a part of the <br />proposed construction.
