6. <br />7. <br />There are engineering concerns with the proposed plan. The consulting <br />engineer has indicated that the slopes were drawn at a 2:1 ratio which makes <br />it very difficult to maintain. A 3:1 ratio is recommended. He is also concerned <br />about grading next to existing structures on adjacent property. He is also <br />concerned about drainage and the retaining walls being 6* or higher. He also <br />questioned how the driveway would be designed to channel runoff away from the <br />garage and off of the sides of the driveway. His letter is EXHIBIT a. <br />This application also requires a conditional use permit for land alteration and <br />grading. The proper legal notification and publication did not occur because <br />the preliminary plan w'as not received in time. The proposed plan prepared by <br />Larson Associates requires 831 cubic yards (83 truckloads) with an 8% slope for <br />the driveway. The other plan has a greater slope and requires less fill. <br />8. <br />9. <br />City staff has not received any comments from the adjacent property owner and <br />staff is not certain that the neighbor has reviewed the revised plan. <br />The 60-day review period was extended an additional 60 days which expires November <br />8th for the original variance application. Because the revised plan was received on <br />October 9th and now requires a conditional use permit, the review period should <br />start over from October 9th. <br />STAFF RECOMMENDATION <br />To review the two proposed plans which both require side yard adjacent to street setbacks, hardcover <br />variances, and a conditional use permit.
