In addition to full bidding document preparation, additional regulatory submittals are prepared for any reviews that have not already taken place and that can be started or completed prior to bidding. (Example: SAC assessment). Any submittals which can be reviewed prior to going out to bid will assist in maintaining the condensed construction scheduled the City desires. It is anticipated that within this phase there is the final presentation of completed documents to City Council for the authorization to release for bids. Deliverables include: • 95% review set plans and specs • Updated Cost Estimate • 100% review set plans and specs • Final Cost Estimate • Final Presentation Documents BIDDING The design team will participate in this phase by answering all requests for information and clarifications, reviewing and approving where necessary requests for acceptable products, coordinating with other design consultants and authoring addenda for distribution. The design team will also attend a pre-bid conference and answer questions regarding the scope of design and project. The Architect will also attend the bid opening and assist the City in evaluating bids as qualified and responsible and recommend acceptance by Council and authorization of the contracts. CONSTRUCTION ADMINISTRATION IIt is our firm’s philosophy that it is as critical for the same design team members to be as involved in the construction process as they were in the initial design phases. These are the people who know the job the best, so it is best to have that continuity during construction. It is also our firm’s philosophy that it is critical to heavily participate in regular construction meetings and observe the construction on a regular basis. We do not administer the construction process from a distance. We have experience in these types of projects and have seen issues that can arise from the low bid sub-contractors. That is why we believe the close and heavy involvement is necessary to head off issues right away when things come up or before they come up through close observation on the job site and though predicting issues based on prior experience. We strongly feel this is a benefit to the owner because it helps the contractor stay in-front of time and cost issues, get questions addressed quickly, and keep the project on schedule and on cost. Deliverables include: • Shop drawing review – including review with City/Fire department leadership where applicable • Answering RFI’s • Issuing supplemental instructions and proposal requests • Reviewing applications for payment • Attending weekly construction meetings • Attending pre-construction meetings for critical trades • Review construction and create a punch list PROPOSAL FOR ARCHITECTURAL & ENGINEERING SERVICES- ORONO FIRE STATION OERTEL ARCHITECTS- 12
