goals, and can also be a component <br />of maintaining the overall project <br />schedule. <br />In addition to full bidding document <br />preparation, additional regulatory <br />submittals are prepared for any <br />reviews that have not already taken <br />place and that can be started or <br />completed prior to bidding. (Example: <br />SAC assessment). Any submittals <br />which can be reviewed prior to going <br />out to bid will assist in maintaining the <br />condensed construction scheduled <br />the City desires. It is anticipated that <br />within this phase there is the final <br />presentation of completed documents <br />to City Council for the authorization to <br />release for bids. <br />Deliverables include: <br />• 95% review set plans and specs <br />• Updated Cost Estimate <br />• 100% review set plans and specs <br />• Final Cost Estimate <br />• Final Presentation Documents <br />BIDDING <br /> <br />The design team will participate in <br />this phase by answering all requests <br />for information and clarifications, <br />reviewing and approving where <br />necessary requests for acceptable <br />products, coordinating with other <br />design consultants and authoring <br />addenda for distribution. The design <br />team will also attend a pre-bid <br />conference and answer questions <br />regarding the scope of design and <br />project. The Architect will also <br />attend the bid opening and assist the <br />City in evaluating bids as qualified <br />and responsible and recommend <br />acceptance by Council and <br />authorization of the contracts. <br /> <br />CONSTRUCTION ADMINISTRATION <br />IIt is our firm’s philosophy that it is <br />as critical for the same design team <br />members to be as involved in the <br />construction process as they were <br />in the initial design phases. These <br />are the people who know the job <br />the best, so it is best to have that <br />continuity during construction. It is <br />also our firm’s philosophy that <br />it is critical to heavily participate in <br />regular construction meetings and <br />observe the construction on a <br />regular basis. We do not administer <br />the construction process from a <br />distance. We have experience in <br />these types of projects and have <br />seen issues that can arise from the <br />low bid sub-contractors. That is <br />why we believe the close and heavy <br />involvement is necessary to head off <br />issues right away when things come <br />up or before they come up through <br />close observation on the job site and <br />though predicting issues based on <br />prior experience. We strongly feel this <br />is a benefit to the owner because it <br />helps the contractor stay in-front <br />of time and cost issues, get questions <br />addressed quickly, and keep the <br />project on schedule and on cost. <br />Deliverables include: <br />• Shop drawing review – including <br />review with City/Fire department <br />leadership where applicable <br />• Answering RFI’s <br />• Issuing supplemental instructions <br />and proposal requests <br />• Reviewing applications for payment <br />• Attending weekly construction <br />meetings <br />• Attending pre-construction <br />meetings for critical trades <br />• Review construction and create a <br />punch list <br />PROPOSAL FOR ARCHITECTURAL & ENGINEERING SERVICES- ORONO FIRE STATION OERTEL ARCHITECTS- 12
