DESIGN DEVELOPMENT <br />Within this phase, most of the <br />detail will be incorporated into the <br />project. This includes final equipment <br />selections for apparatus bays and <br />support operations, as well as building <br />systems including HVAC, plumbing, <br />lighting, power systems, and other <br />building support systems. Site <br />designs are finalized enough to begin <br />official regulatory submittals such as <br />watershed reviews if they haven’t <br />been done so already. <br />The design at this stage should be <br />80% finalized. At this time the project <br />scope may have changed and been <br />affected by project costs, perhaps the <br />project scope has grown or maybe it <br />has been reduced. Cost estimates will <br />be updated and reviewed with the <br />owner. We will work closely with the <br />City Stakeholders during the review <br />of these cost estimates to discuss <br />potential options, such as alternate <br /> <br />material choices and possible systems <br />revisions in order to ensure the City <br />budget and schedule requirements <br />are met. If the City requests, this is <br />the phase of the project where we will <br />assist the City with neighborhood or <br />community engagement. This is also <br />the stage in which council is updated <br />via a workshop on what is included <br />within the total project in terms of <br />design and cost. <br />It is important to keep in mind that <br />making significant changes to the <br />scope or design after this phase may <br />result in additional design costs. <br />Nonetheless, our design team believes <br />that by keeping track of design issues <br />and cost estimates during earlier <br />phases, we can significantly decrease <br />the likelihood of incurring such costs. <br />At the end of this phase, the project <br />team will have a building plan and <br />layout that is complete enough <br />to begin more detailed structural, <br />mechanical, electrical and plumbing <br />designs, and site plans ready on some <br />level for regulatory discussions, if not <br />some official submittals. <br /> <br />The deliverables include: <br />• Civil Site Plans (grading and <br />utilities) <br />• Landscape and Site Plans <br />• Detailed Building Plans, <br />Elevations, and Sections <br />• Structural Layout Plans <br />• Mechanical Systems Defined <br />• Electrical Systems Defined <br />• Sustainability Systems Defined <br />• Revised 3D images <br />• 60% Cost Estimate <br />CONSTRUCTION DOCUMENTS <br />During this phase, design meetings <br />are reduced in frequency as <br />documents are prepared. Internal <br />coordination meetings between <br />design team members take place to <br />prepare the bid documents. A final <br />set of documents will be presented to <br />city staff at the 95% point for review <br />for compliance with staff expectations <br />and conformance with final project <br />expectations and understanding. <br />Quality Assurance & Quality Control <br />QA/QC checks are critical at this <br />phase to ensure a smooth bidding <br />and construction process. In total, <br />the duration of the schedule for the <br />development of a bid package is <br />rather short but there is still enough <br />time to get a comprehensive set of <br />documents created. These checks and <br />meetings will take place periodically <br />during design coordination among <br />the design consultants.
