DESIGN DEVELOPMENT Within this phase, most of the detail will be incorporated into the project. This includes final equipment selections for apparatus bays and support operations, as well as building systems including HVAC, plumbing, lighting, power systems, and other building support systems. Site designs are finalized enough to begin official regulatory submittals such as watershed reviews if they haven’t been done so already. The design at this stage should be 80% finalized. At this time the project scope may have changed and been affected by project costs, perhaps the project scope has grown or maybe it has been reduced. Cost estimates will be updated and reviewed with the owner. We will work closely with the City Stakeholders during the review of these cost estimates to discuss potential options, such as alternate material choices and possible systems revisions in order to ensure the City budget and schedule requirements are met. If the City requests, this is the phase of the project where we will assist the City with neighborhood or community engagement. This is also the stage in which council is updated via a workshop on what is included within the total project in terms of design and cost. It is important to keep in mind that making significant changes to the scope or design after this phase may result in additional design costs. Nonetheless, our design team believes that by keeping track of design issues and cost estimates during earlier phases, we can significantly decrease the likelihood of incurring such costs. At the end of this phase, the project team will have a building plan and layout that is complete enough to begin more detailed structural, mechanical, electrical and plumbing designs, and site plans ready on some level for regulatory discussions, if not some official submittals. The deliverables include: • Civil Site Plans (grading and utilities) • Landscape and Site Plans • Detailed Building Plans, Elevations, and Sections • Structural Layout Plans • Mechanical Systems Defined • Electrical Systems Defined • Sustainability Systems Defined • Revised 3D images • 60% Cost Estimate CONSTRUCTION DOCUMENTS During this phase, design meetings are reduced in frequency as documents are prepared. Internal coordination meetings between design team members take place to prepare the bid documents. A final set of documents will be presented to city staff at the 95% point for review for compliance with staff expectations and conformance with final project expectations and understanding. Quality Assurance & Quality Control QA/QC checks are critical at this phase to ensure a smooth bidding and construction process. In total, the duration of the schedule for the development of a bid package is rather short but there is still enough time to get a comprehensive set of documents created. These checks and meetings will take place periodically during design coordination among the design consultants.
