Approach & Work Plan <br />This proposal will outline the services <br />to be provided to the City of Orono <br />to design and renovate the existing <br />public works building as a fire <br />station facility. Oertel Architects <br />and our team will provide complete <br />architectural and engineering design <br />and construction administration <br />services for the building as well as all <br />associated site and landscape work. <br />By working closely with the City’s <br />project manager, stakeholders, and <br />staff, we will work diligently to achieve <br />the Fire Department’s specific goals <br />and project objectives. <br />The City is at the beginning of an <br />exciting and challenging chapter. <br />The establishment of a new Fire <br />Department will be an improvement <br />for the City of Orono’s citizens and <br />firefighters alike. This fire station is <br />not simply a place where trucks and <br />equipment are stored, it’s a building <br />that will serve as the center of <br />operations for the station and provide <br />a critical contribution to the overall <br />preparedness, consistency, and quality <br />of life of the staff. Providing a safe, <br />healthy, and comfortable environment <br />for firefighters is paramount to the <br />success of the project. <br />Key design factors for your facility <br />include: <br />1. Health safety: Red/transition/ <br />green zone layout <br />2. Provide training spaces for <br />a variety of situations and <br />equipment <br />3. Provide space for community <br />outreach programs <br />4. Provide natural lighting <br />throughout the facility <br />5. Provide a mixture of “active” <br />and “quiet” areas for use by <br />staff <br />6. Provide functional and <br />operational spaces appropriate <br />for fire service readiness, <br />emergence operations, and fire <br />service training <br />7. Provide comfortable finishes <br />and furnishings while <br />maintaining a high-level of <br />durability <br />8. Provide appropriate air <br />ventilation, specifically at the <br />vehicle areas <br />9. Provide enhanced separation of <br />hot, transition, and cold zones <br />for hazard mitigation <br />10. Provide safe but useable <br />“common-sense” security <br />measures for firefighters, <br />equipment, and materials <br />11. Provide design flexibility to <br />adapt to the changing nature of <br />the department over time <br />12. Provide design compatible with <br />the surrounding commercial <br />and residential lots <br />13. Provide design which is efficient <br />in materials, space, and energy <br />to be a good steward of public <br />monies <br />14. Provide sustainable design <br />elements for the building and <br />surrounding site features <br />REVIEW PRE-DESIGN <br />The City has already completed a <br />preliminary department analysis for <br />this project that will provide an <br />excellent starting point for review with <br />City and fire staff. Having a consistent <br />and informed basis for the initial <br />review and decision-making process <br />will be of great benefit to the overall <br />project and help expedite the initial <br />pre-design phase. <br />Our first task will be to create the <br />Purpose and Needs Statement <br />through discussions with staff, and <br /> <br />a review of the department’s goals/ <br />future direction. We will use this <br />Purpose and Needs Statement <br />as a framework to help delineate <br />more specifically the ‘how and <br />what’ this facility will provide for <br />the City. Items in the Framework <br />will include Economic, Functional, <br />Physical, Sustainable, Service and <br />Environmental measures. This <br />Framework will provide the Basis <br />of Design for which future project <br />decisions will be gauged. The Basis <br />of Design will also ensure we stay on <br />task to meet the desired timeline of <br />the City. <br />With a Statement and Framework in <br />place, we will review the preliminary <br />space needs program outlined in the <br />concept needs and update/alter to <br />match the current space and potential <br />future needs of the department. <br />The output from the programming <br />phase will establish a baseline of <br />spaces and design criteria including: <br />• Space Size <br />• Adjacencies <br />• Fixtures and Equipment <br />• Architectural Finishes <br />• Lighting <br />• Mechanical/Electrical Systems <br />• Technology Requirements <br />• Sustainability Features <br />• Special Criteria <br />All of the factors will be captured and <br />tracked on a series of worksheets. <br />These worksheets will be updated <br />throughout the project as part of an <br />overall “Project Snapshot” to ensure <br />that everyone is, quite literally, on <br />the same page and will serve as the <br />master reference for tracking the <br />project’s program, scope, and detailed <br />requirements. <br />After the project scope is solidified, <br />if the City requires, we will assist <br />the City with any required public <br />engagement including open houses, <br />neighborhood meetings, mailers, <br />website updates, news articles, etc. <br />Given the timeline of the project to <br />this point, it will be important to keep <br />the process and results as transparent <br />as possible. <br />PROPOSAL FOR ARCHITECTURAL & ENGINEERING SERVICES- ORONO FIRE STATION OERTEL ARCHITECTS- 9
