MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, September 14, 2015 <br />7:00 o'clock p.m. <br />12. #15-3775 CITY OF ORONO, TEXT AMENDMENT REGARDING TEMPORARY <br />SIGNS (continued) <br />Barnhart stated it would be to not allow any signage on public property. <br />Mattick stated a conditional use permit should not be issued for a sign since it runs with the land and that <br />he would recommend the language regarding that be removed from the City's current regulations. <br />Levang asked if 8B, temporary signs in residentially zoned districts, would cover signs that someone may <br />put out announcing their child is on the hockey team, a garage sale, or a roofing contractor. <br />Barnhart stated those would be examples of temporary signs in residential districts. Barnhart stated only <br />one sign would be allowed in the required front yard, which is the 0 to 30 -foot zone, with a limit on the <br />total amount of area of the signs on the property. <br />Walsh asked if 20 people could erect signs on City property if they met the conditions. <br />Barnhart stated they could but that he will be coming back in the near future with some sort of mechanism <br />to identify the community and charitable events. <br />Printup asked if this could be done by resolution rather than codifying the language. <br />Mattick stated he would encourage the Council to have something in their ordinances addressing it. The <br />question regarding garage sale signs or other similar signs goes to the heart of the trouble that other <br />communities have experienced with regulating different categories of signs. Mattick stated a sign is a <br />sign and that the City cannot regulate its content but it can build in dimensional requirements in the <br />ordinance. <br />McMillan stated she had some issues with more of the permanent signs and that the Council should <br />perhaps discuss that in the future. <br />McMillan stated she has a concern about the public property piece, and if that is allowed, it may create <br />other issues. <br />Walsh noted the ordinance allows the City to erect signs on its property. <br />Printup moved, Levang seconded, to table Application No. 15-3775, City of Orono, Text <br />Amendment Regarding Temporary Signs. <br />Barnhart suggested the draft ordinance be revisited in a work session. <br />VOTE: Ayes 5, Nays 0. <br />Page 31 of 39 <br />
