MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, September 14, 2015 <br />7:00 o'clock p.m. <br />13. #15-3776 NAVARRE COMMUNITY INITIATIVE, CONDITIONAL USE PERMIT, <br />SIGNAGE ON PUBLIC PROPERTY <br />Barnhart stated since the City Council tabled the text amendment, it will be necessary to approve the <br />conditional use permit for the Navarre Community Initiative. The group would like to place temporary <br />signs in Navarre area parks and right-of-way. The signs are intended to identify and promote a <br />community bike event. <br />The City's current ordinance allows the Council to issue a conditional use permit for signs once every two <br />years at a given location. The Council may not issue a conditional use permit for signage in county or <br />state rights-of-way. The signs are four square feet and will be placed at various intersections, including <br />Navarre Park, Shoreline and Kelly Avenue, Shoreline and Casco Point Road, and Shadywood and <br />Bayview. <br />The Planning Commission and Staff recommend approval of the conditional use permit subject to the <br />conditions outlined in the staff report. <br />PUBLIC HEARING <br />Mayor McMillan opened the public hearing at 10:35 p.m. <br />There were no public comments regarding this application. <br />Mayor McMillan closed the public hearing at 10:35 p.m. <br />13. #15-3776 NAVARRE COMMUNITY INITIATIVE, CONDITIONAL USE PERMIT, <br />SIGNAGE ON PUBLIC PROPERTY (conignued) <br />McMillan noted the event is this Saturday. <br />Levang stated the signs will be up until Sunday. <br />Walsh moved, Printup seconded, to approve Application No. 15-3776, Navarre Community <br />Initiative, granting of a conditional use permit for temporary signage on public property. <br />VOTE: Ayes 5, Nays 0. <br />PUBLIC WORKS DIRECTOR/CITY ENGINEER'S REPORT <br />14. LYDL4,RD BEACH FENCE <br />Edwards stated at the last Council meeting, the City Council directed the Park Commission review this <br />application again due to some issues that were raised during the Council meeting and the request that a <br />survey be completed. Those items have been completed. <br />The purpose of the fence is to delineate the parking area at Lydiard Beach from the beach and the <br />adjacent channel. The fence will be a split rail fence, with the posts approximately 42 inches high with <br />eight to ten foot rails. <br />Page 32 of 39 <br />
