MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, August 10, 2015 <br />7:00 o'clock pm. <br />7. #15-3763 CHRISTOPHER W. BOLLIS, 200-350 STUBBS BAY ROAD NORTH — <br />PRELE I NARY PLAT (continued) <br />Levang stated she would like to ask the City Attorney a question regarding the letter received from <br />Peter Coyle. Levang asked if there is anything in that letter the Council should be concerned about. <br />Mattick stated Mr. Coyle apparently represents the Bollis family but that he would like some clarification <br />on that from the applicant. <br />Bollis indicated Mr. Coyle represents him. <br />Mattick stated Mr. Coyle has asked that the application proceed forward as quickly as possible. Mattick <br />stated the City under state law gets 120 days to process the application. <br />Levang asked Mr. Barnhart if two weeks is too soon given the number of issues that need to be worked <br />out. <br />Barnhart commented that it is a tight timeline with the Planning Commission meeting next week and that <br />in his view the 30 days would be helpful. <br />Levang stated she withdraws her second. <br />Printup amended his motion, Levang seconded, to direct Staff to draft an approval resolution for <br />Application No. 15-3763, Christopher Bollis, 200-350 Stubbs Bay Road North, granting of <br />preliminary plat, with the resolution being brought back before the City Council in 30 days. <br />VOTE: Ayes 5, Nays 0. <br />8. #15-3753 CITY OF ORONO PARK COMMISSION, VARIANCE <br />Barnhart stated the Parks Commission is requesting a variance to replace the bollards with a new split rail <br />cedar fence. The construction of the fence will add 58 square feet of hardcover and two fences within the <br />75 -foot lake yard setback. The Planning Commission recommended approval. <br />Staff would request the City Council hold a public hearing since the notice deadline was not met for the <br />July 20 Planning Commission meeting. <br />Mayor McMillan opened the public hearing at 8:44 p.m. <br />Charles Morin, 2695 Kelly Avenue, asked if the red line depicts the fence. <br />Barnhart indicates it does. <br />Morin stated his property line goes three feet to the end of the channel. <br />Barnhart stated it would be located in the right-of-way away from the channel. <br />Morin asked if they are attempting to keep the fishermen from going in that area. <br />Page 20 of 32 <br />
