MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, August 10, 2015 <br />7:00 o'clock pm. <br />7. #15-3763 CHRISTOPHER W. BOLLIS, 200-350 STUBBS BAY ROAD NORTH — <br />PRELiMINARY PLAT (continued) <br />Printup stated he is okay with the preliminary plat concept and that he likes the idea of the City not <br />getting involved with the road situation and having the two parties discuss it and hopefully work it out. <br />Printup moved to direct Staff to draft an approval resolution for Application No. 15-3763, <br />Christopher Bollis, 200-350 Stubbs Bay Road North, granting of preliminary plat. <br />Printup stated he would encourage ongoing conversations between the applicant and the residents about <br />the road, the fine-tuning of the south cul-de-sac, the three -party easement, drainage, grades, etc., as well <br />as talking it through with Staff <br />Gaffron stated he would bring back a preliminary plat resolution that spells out all the requirements for <br />final plat approval, which will probably bring up topics that have not been discussed specifically tonight <br />for Council's review and consideration to make sure all issues are covered. Gaffron indicated Mr. <br />MacKinnon has requested that as they are constructing the road, construction traffic should come off of <br />Stubbs Bay Road, which is one of a handful of items that needs to be included. <br />Levang seconded the motion. <br />Walsh stated he would like it contingent upon a maintenance agreement being reached. Walsh stated he <br />hopes that gets resolved before final plat. As it relates to the septic site on Lot 5, Walsh stated he would <br />like to see no longer than a 2 -year temporary easement, which would end the minute one of those two lots <br />are sold. <br />McMillan stated she would like Staff to bring the resolution back in 30 days, which will allow some time <br />to work out some of these issues. <br />Gaffron stated that would be the first Council meeting on September 14. <br />Bollis stated he would like it sooner than that because he has obligations to live up to and that he has been <br />dealing with the access piece for a long time. Bollis stated in his view there is a simple solution for the <br />road and that a number of the documents have already been submitted. <br />McMillan stated there are enough issues for Staff to deal with and that 30 days is reasonable. <br />Gaffron noted the 120 -day time limit on the application goes to the middle of October. <br />Printup stated he can sympathize with the issues the neighbors are dealing with and with the applicants <br />wanting to move forward. Printup stated normally the resolutions come back to the Council within a <br />two-week time frame. Printup stated the Council can revisit it then. <br />McMillan asked if would like to keep his motion as is. <br />Printup indicated he does. Printup stated if there are still outstanding issues, the matter can be tabled for <br />two weeks. <br />McMillan asked if Council Member Levang is okay with her second. <br />Page 19 of 32 <br />
