The Zoning <br />Administrator noted to the Planning Conmissibn that this <br />district was rezoned to LR-IB on January 1, 1975. This <br />deteimination was made only affer an extensive study <br />revealed that many of the existing residences with on-site <br />sewage disposal systetiis were having, problems bf seepage and <br />pollution. After ^tbitdning the difficulty in providing <br />an ad^uate private ^waj^e system oh one atr^ lots, the <br />Council agreed that the existing problem definitely <br />jeopardized the healthy safety and welfare of the public. <br />It was deteimined the best solution was to install a <br />ntudcipal s^r system ih the atea. After eliminating <br />this pollution problon, the Council agreed this district <br />could be rozoned to LR-IB (1 acre) residential. <br />The Parten *s were reminded of the Park Dedication Fee <br />related with all subdivisions. They were also informed that <br />one additional sewer unit charge of approximately $3,800 <br />would be assessed against the property as only two units <br />were projected on the property on the original assessment <br />role. This additional unit charge would have to be paid <br />at the tdjie of approval of the subdivision, along with the <br />Park Dedication Fee. The City could not afford the time <br />and expense of adopting a new assessment role. After <br />learning of this, the Parten's requested we withdraw the <br />original proposal and change it by eliminating the third <br />lot on the southeast comer of the property. <br />The Planning Commission scheduled a Public Hearing for <br />August 16, 1976, at 7:30 p.m. <br />MRS. Chairwoman Dunlap explained <br />the procedures involved before a decision could be made on <br />his subdivision. Mr. Niichel expressed his dissatisfaction <br />with the lengthy proceedings. The Planning Conmission <br />scheduled a Public Hearing for August 16, 1976, at 7:45 p.m <br />The Planning Commission scheduled a Public Hearing for <br />August 16, 1976, at 8:00 p.m. Mr. Ifear arrived shortly <br />after this announcement and Chairwoman Dunlap infoimed <br />him of the scheduled Hearing.
