Road Dedication and Standards <br />The roads are proposed to be developed to City Standard and dedicated as public streets. The <br />roadways are required to be platted 50' in width and constructed with a 32' road width. The street <br />plans indicate the proposed public roads meet the requirements of the subdivision chapter. <br />Comments from the City Engineer for the latest plan were not available prior to this report being <br />complete, but should be available for the public hearing. <br />The road alignment appears to not create a concern for traffic safety. The Director of Public Services <br />has reviewed the plan and indicated no objection to the proposed road layout and intersection <br />locations. <br />Hennepin County has requested the developer dedicate an additional 10 feet of right of way along <br />the centerline of CSAH 6, for a total of 50'. This dedication will accommodate any future roadway <br />upgradir.g, paths, snow storage and utilities. The developer must also receive appropriate permits <br />from the County if any utility, trail or drainage work is required within the right of way. <br />Wetlands and Stormwater Treatment Ponds <br />The site does contain several City protected wetlands. Any proposed alteration of a wetland or land <br />within 26' of the wetland will require a variance from the City. Wetland alteration will also require <br />outside agency review by the Minnehaha Creek Watershed District, DNR and the Corps of <br />Engineers. All wetlands designated by the City of Orono are not included as lot area for the purposes <br />of zoning. Wetland Delineation report, completed by Kjolhaug Environmental Services Company <br />(August 25,1999) has determined the total acreage dedicated to wetlands within the 58 acre site is <br />6.54 acres. <br />Acres Dry 51.89 <br />Acres Wet 6.54 <br />Total Acres 58.43 <br />Any filling of wetlands will be mitigated on site. The previous proposal mitigated within the open <br />space outlot to the north. <br />The plan proposes three stormwater treatment ponds. Two ponds are located within the conservation <br />outlot and a third is located to the rear of lots 9, 10 and 11 , Block 1 . The Three ponds would treat <br />the runoff for approximately 2/3s of the development. Staff has briefly discussed this issue with <br />Marty Campion, Engineer and Survey for Otto and Associates.
