Summary of Request: <br />The City of Orono has received a Preliminary Plat application for a 25 lot development on 58 acres <br />for property located at the southwest comer of County Road 6 and Willow Drive North. The City <br />Council and Planning Commission have reviewed this development as part of an application for <br />rezoning. The proposed rezoning was denied by the City Council on October 25,1999. Please refer <br />to attached Resolution (Exhibit K) adopted by the City Council on November 8,1999. <br />The RR-1B zoning district allows, by conditional use permit, the property to develop as a Planned <br />Residential Development (PRD). The purpose of a Planned Residential Development is to enhance <br />the appearance of neighborhoods through preservation of natural open spaces, to counteract the <br />effects of urban congestion and monotony, to provide cohesive structure to neighborhood design, <br />to offer recreation opportunities close to home, and to aid in improving the welfare in general of City <br />residents. Section 10.32, Subdivision I. <br />This application requires the following: <br />1. Conditional Use Permit for a Planned Residential Development - The R-IA allows a <br />Planned Residential Development as a conditional use. Section 10.20« Subdivision 3 <br />(H). <br />2. Class III subdivision approval. <br />3. Dedication of the platted right-of-way as public roads. <br />The City changed its Comprehensive Plan to reflect medium density residential for the property <br />located directly south of the proposed development. Medium density residential will likely be <br />townhomes. It is the intention to extend Kelley Parkway to Willow from Old Crystal Bay Road. <br />Properties located to the south of Kelley Parkway and north of Highway 12 are guided for office <br />uses. <br />Lot Layout and Standards <br />The lots range in size from 1 acre to over 4 acres. The lots located to the east of the subdivision, on <br />average, are smaller than those lots to the south and west. The PRD would allow the lots to develop <br />at the sizes shown on the site plan, due to the overall density of the subdivision would not exceed <br />one unit per two acres dry buildable. it is to the discretion of the Planning Commission and City <br />Council to determine if the layout is acceptable. Staff has concerns only with Lot 3, Block 3 and Lot <br />9, Block 1 as the lots would require wetland mitigation for driveway access.
