12.Land use standards will limit the Impact of urban encroachment on Lake <br />Minnetonka. Minimum lot width will space out docks and structural <br />encroachments while increasing areas of natural vegetation. Lake use <br />regulations promulgated by the Lake Minnetonka Conservation District and <br />su pplemented with City regulations if necessary will limit the number of <br />boats per property and the amount of public waters available for private <br />docking and boat storage. <br />13.Retention of natural vegetation will limit the impact of urbanization as <br />visible from the lake. Building heights will be limited to less than the <br />typical tree height. Minimum green belts will be provided with prohibitions <br />against clearcutting or excessive thinning of vegetation. Natural vegetation <br />will be preserved on slopes and retaining walls will be discouraged except <br />when absolutely necessary to prevent erosion, in which case they will ^ <br />screened with natural vegetation. <br />RURAL LAND USE POLICl ES <br />1.Orono's rural serv ice area will be reserv ed for permanent low>density <br />residential land use. Orono's rolling rural area is not suitable for commercial <br />agriculture. Likewise, the delicate balance of storm water nutrient loading vs <br />marshland assimilative capacity preclude expansion of the urban service area <br />without major environmental problems for Lake Minnetonka. Therefore, the <br />ideal land use for that portion of Orono located outside of the Urban Service <br />Area (MUSA) is the planned low-density rural residential land use. <br />Commercial and industrial uses will not be permitted in the rural area. <br />2.Orono's rural serv ice area provides the opportunity for quasi-agricul- <br />tural land uses. Greenhouses, orchards, truck farms, riding stables and <br />recreation areas such as large golf courses and park reserves are not possible <br />in more crowded urban areas but they are compatible with rural residential <br />properties. Thus, the total commercial activity of Orono is broader <br />and more varied than if the City were all urban or all rural. <br />3.Rural densitv is limited by natural conditions. Development of rural <br />Orono is naturally limited by a number of conditions including extensive <br />wetlands, steep slopes and areas of high water table, which factors influence <br />building locations and transportation options as well as the location and <br />spacing of on-site sew age treatment systems w hich relv on soil treatment of <br />sewage eftluent . <br />1 <br />CMP 3B - 20
