6. <br />7. <br />8. <br />9. <br />10. <br />Commercial and industrial development will not be permitted to <br />adversely affect neighboring residential property. The location and scale <br />of commercial and industrial development will be controlled so as not to <br />encroach upon the primary residential land uses in Orono. Wherever possible, <br />natural land forms or buffers will be required betw ’een different land uses. <br />Public urban services must be available for all future commercial, <br />industrial and urban-residential development. Commercial, industrial and <br />urban-density residential uses will be permitted only where municipal <br />sanitary sewer, adequate transportation, police and fire protection services are <br />available. In addition, commercial, industrial and multi-family residential <br />development will be permitted only where a municipal water system is <br />available for adequate water supply and fire protection. <br />Urban development will utilize the capacity of existing public facilities. <br />New land uses and development will be allowed to infill existing vacant <br />properties within the urban service area consistent with environmental <br />limitations and with the existing capacities of water, sewer, drainage <br />transportation and recreational facilities. New development will not be <br />permitted to overburden these services at the expense of the existing users. <br />New urban development will not be permitted if it requires additional <br />unplanned local or regional facilities capacity. <br />The existing urban area will not be expanded. Orono's Community <br />Management Plan is not a staged growth plan. The urban service area will <br />not be expanded into the defined rural area and urban services and facilities <br />will not be extended into the rural area for purposes of fostering or allowing <br />increased development density in those areas. <br />The design and densit}- of urban development will be controlled to assure <br />protection of light, air and solar access for neighboring properties. <br />Requirements for minimum lot size, amounts of open space, minimum yard <br />setbacks, and maximum building heights will be designed to assure protection <br />of these values for all urban residents. <br />11. A significant amount of natural woodlands and open space will be <br />retained on each property. Retention of the natural environment requires <br />careful siting and preservation of trees and open space on each urban <br />property. <br />CMP 3B- 19
