4. <br />5. <br />6. <br />7. <br />8. <br />9. <br />The existing rural area will not be urbanized. Orono's Community <br />Management Plan is not a staged growth plan. The urban service area will not <br />be expanded into the rural area. Municipal urban services will not be <br />extended into the rural area or across open, rural lands. Rural land uses and <br />rural land use density will be maintained at a level to ensure that private <br />on-site sewer systems will operate satisfactorily and that rural wetlands and <br />drainageways will not be overloaded with storm water nutrient pollution. <br />Rural land uses and densities do not require urban services. Urban <br />serv'ices are not compatible with rural land use. Extension of certain urban <br />services, such as extensive public road maintenance or municipal sewer or <br />water cannot be economically justified or easily provided to de .lOpments <br />in rural areas or at rural densities. <br />Rural land uses do not require municipal sewer service. Orono's soil, <br />topography and low-der.sity rural land use provide the ingredients necessary <br />to assure safe, adequate, permanent on-site sewage treatment and waste water <br />disposal without hazard to ground water, surface water or the public health. <br />Rural development will be subject to proven on-site sewage treatment <br />capabilit}’. Future development in the rural area will be contingent upon the <br />developer providing prior technical evidence that the site contains sufficient <br />suitable land for all development, an acceptable primary drainfield area, and <br />reserved space for at least one alternate drainfield area. The zoning area <br />requirements for rural Orono will therefore be based upon minimum areas of <br />dry buildable land exclusive of roadways, wetlands, streams or areas of high <br />water table. <br />Rural development must be self-supporting. A11 future development in <br />the rural area will be required to be proven self-supporting for the intended <br />use, especially in terms of water supply, sewage treatment and internal <br />improvement maintenance, so as to prevent extension of costly urban services <br />into the rural area. <br />Rural land use densities will allow maximum retention of private woods <br />and open space. Low rural densities will accommodate homesites without <br />affecting the traditional vistas of open fields and woods. The retention of <br />these woodlands and marshlands will then assure permanent habitat for our <br />abundant wildlife. Public open space will be provided on a large-scale or Park <br />Reserv e Basis, but neighborhood or mini-parks are unnecessary because of <br />the large amount of available privately owned and maintained open space. <br />CMP3B-2I
