Sanitary Sewer and Municipal Water Connection <br />The property is located within the MUSA boundary allowing for sanitary sewer connection. The <br />developer will be responsible for providing sewer and water to the site. Sewer is located along <br />Highway 12 and will be installed along Willow Drive to the development. Estimates for sewer and <br />water connection are approximately $9,250 per unit, not including the construction cost. Easements <br />along the streets may not be required for the public utilities if the roads are developed as public <br />streets. <br />The City Engineer has reviewed the preliminary water and sewer plans and has determined capacity <br />exists to allow the 49 additional units as proposed previously. In Mr. Kellogg's comments (Exhibit <br />H) he has noted that the proposed temporary bypass lift station along T.H. 12 needs to be in place <br />before sewer service can be provided to the Willow View site. <br />the proposed water main shown between Lots 12 and 13, Block 3 should be extended westerly and <br />tied into the 12-inch water main installed as part of the new Orono Middle School project. Final <br />sewer and water plans shall be reviewed and approved prior to final review. <br />Issues for discussion <br />1. <br />2. <br />3. <br />4. <br />Due to the topography of the site, and grading that can occur on site, it appears the property <br />could sustain a the development. The main issue for Council discussion is the lezoning of <br />the property from RR-IB (2 acre) to (R-IA) one acre. If a rezoning is approved, direction <br />to the developer on the size and number of lots and the conditional use permit to develop as <br />a PRD is appropriate. <br />The development would serve as a buffer between the lower density residential development <br />to the north and east vs. the oth-;r land use types to the south and west. <br />Should the development density include land dedicated for purposes other than open space? <br />Park dedication fee shall be equivalent to 8% of the value of the lot with a ma.ximum of <br />$4,900 per lot or a minimum of $2,900 per lot. The Code does address land dedication for <br />park space rather than a cash contribution. Trail development could potentially reduce the <br />cash portion of the park dedication. <br />Detailed grading and drainage plans shall be provided with application for final approval. <br />Several berms are proposed throughout the development and many lots will require regrading <br />for raising the basement level of the homes. <br />Standard setbacks for the R-1A (1 acre) zoning district are the following: <br />Lot Area <br />Lot Width <br />Front Yard Setback <br />Side Yard Setback <br />Rear Yard Setback <br />Side Adjacent to Street <br />1 acre <br />140 feet <br />35 feet <br />10 feet <br />30 feet <br />35 feet
