Grading and Erosion Control <br />Please refer to the enclosed City Engineer Comments (Exhibit H). Some concerns suggested by the <br />City Engineer relate to the grading plan. Many of the lots indicate a basement elevation to be less <br />than t^vo feet than the high water level of the closest pond. Recommended is for the subdivider to <br />provide a revised grading plan indicating suitable building sites prior to plat approval. <br />Additional concerns addressed by the City Engineer involve the high water level of the ponds on the <br />propertj'. Most of the ponds do not indicate outlets to control the pond level. A drainage area map, <br />storm sewer and ponding calculations should be submitted for review. <br />Access/Streets/T rails <br />This proposed development would have direct access to Willow Drive or County Road 6 via the <br />proposed roads intended to be public. Option III shows one lot that would require direct access to <br />Willow Drive. <br />The existing grade is generally even, theiefore there are no issues with the slope of the proposed <br />streets. <br />Final plans should provide horizontal and vertical curve information for all streets. City standards <br />do not allow for more than 10 units to be served by a cul-de-sac. City code requires that a public <br />street serving more than 10 units shall have a minimum paved width of 32-feet where 30-feet is <br />currently shown on the plam. <br />A trail has been proposed along Willow Drive and along the south side of County Road 6. The <br />intent of the trail is to connect to the larger regional system towards the school property and <br />eventually west to the Baker Regional Park. A second small section of trail is proposed to be placed <br />between Lots 12 and 13, Block 3. The trail would provide future access to the Middle School <br />property. <br />Easements <br />1. <br />J. <br />Standard drainage and utility easements along the property lines will be required for the final <br />plat. <br />Subdi\ ider shall grant Conservation and Flowage easements across the wetlands and ponding <br />areas located within the development. Language in the easement documents shall restrict <br />land alteration and removal of vegetation. Outlots shall be for the purpose of conservation <br />land and open space as well as stormwater ponding areas on the site. Conservation <br />easements shall be created to ensure the outlots remain as open space. <br />Trail easements shall be created alone Willow Drive and Countv Road 6 for connection to <br />W m <br />regional trail systems. The survey show s a proposed trail through the property . Another trail <br />has been proposed to connect the neighborhood to the school property to the west. <br />Park Dedication Fee <br />8% of the land value, to be determined by the City Assessor, will be required for Park Dedication <br />Fee. The City of Orono has established a minimum park dedication fee per lot of $2,900 and a <br />maximum of $4,900 per lot.
