City of Orono <br />City will be responsible for populating this database with the identified LOGIS <br />legacy data. <br />2) Upload Legacy Permit Data to Govern Software . Upon completion of populating <br />the interim Microsoft Access database, GeoAnalytics will upload the data into <br />Oracle. This may requires more than one attempt due to typical data content <br />errors. <br />3) Training . Training during this phase will include a brief administrative session <br />for the City Govern Software administrators and a second user session for all <br />users to expand upon the initial user training completed in Phase One to include <br />new functionality deployed in Phase Two. <br />ii) Estimated Time Line - Three Weeks <br />PHASE 3: GIS Integration <br />With Phase Two complete, the City will be able to track complaints, log offenses, issue licenses and <br />schedule hearings. After March 1,2000 the third phase of the project will begin. This phase will <br />include collection of tax parcel data from existing sources, analysis of its integration capabilities to <br />Govern Software, data modifications, procurement of GIS desktop mapping software and overall <br />integration of Govern Software with the GIS. The deadline for GIS-Govem Software integration is <br />June 1,2000. <br />It is important to note that this phase will not result in a full GIS deployment throughout the City. <br />The intention of this phase is simply to provide a visualization mechanism for the City to bring <br />some standard GIS desktop mapping software and tax parcel data within the Govern <br />implementation. If at some point in the future the City determines that they would like to pursue a <br />more robust GIS that would contain more data than simply tax parcels, and would provide other <br />functions to various City Departments (e.g.. Public Works, Engineering, etc.), GeoAnalytics would <br />be happy to assist in that process. <br />a) Task 1: Needs Assessment and Requirements Analysis <br />GeoAnalytics will begin this phase similar to the other phases by completing a brief Needs <br />Assessment and Requirements Analysis. The primary objectives of this task are to identify and <br />evaluate available tax parcel data, as well as clarify the GIS functionality the City desires in <br />connection with Govern Sofnvare. <br />i) Activities <br />1) Data Collection . GeoAnalytics will assist the City in collecting all available tax <br />parcel data and evaluating its content for integration with Govern Software. <br />2) Work Flow . GeoAnalytics will work with the City in identifying what types of <br />GIS functions they would require and how those fimctions will need to be <br />executed. <br />3) Data Conversion Plan . If the tax parcel data requires updates, modifications or <br />other enhancements, GeoAnalytics will assist the City in determining and <br />documenting what those changes are. <br />4) Documentation . GeoAnalytics will amend previous documentation to include all <br />discussions and analysis from Phase Three. <br />Page 10
